Description

De Gemeente is voornemens om voor deze Opdracht een Overeenkomst te sluiten met 1 Leverancier. Het voorwerp van de Opdracht betreft het leveren en invullen van diensten voor de gemeentelijke Public Cloud dienstverlening. KPN en haar dochteronderneming InSpark beheren momenteel de infrastructuur van de Public Cloud. Na een recente verlenging voor de maximale duur van twee jaar, staat vast dat dit KPN HenT-contract eindigt op 31 mei 2026. In de context van de ambitieuze digitale transformatie van de Gemeente, is er aanzienlijke vooruitgang geboekt met betrekking tot het gebruik en de ontwikkeling van het Azure Cloudplatform. Momenteel worden er ongeveer honderd oplossingen gehost binnen de Landing Zones op dit platform, vrijwel allemaal ontworpen volgens een Platform as a Service (PaaS)- en Best of Platform strategie, waarbij bewust is gekozen om gebruik van Infrastructure as a Service (IaaS) zo beperkt mogelijk te houden. Deze benadering hoort bij het Cloud Center of Enablement en benadrukt de voorkeur van de Gemeente op Plateau 3 voor Managed Services, die het mogelijk maken om zich te concentreren op het ontwikkelen en verbeteren van toegevoegde bedrijfswaarde, zonder de noodzaak om zich zorgen te maken over het onderliggende hardware beheer en Managed Services voor de teams. Bovendien is er een belangrijke ontwikkeling gaande met de creatie van een Hoog Vertrouwelijke Landingzone (HVL), die gebaseerd is op de Azure Soevereine Cloud. Deze inspanning is gericht op het waarborgen van de veiligheid en integriteit van gegevens die zijn geclassificeerd als Hoog Vertrouwelijk (of BBN2+ dus BIO Beschermingsniveau 2 of hoger), een classificatie die verwijst naar de noodzaak om bijzondere en gevoelige persoonsgegevens te beschermen, inclusief verwerking van de basis- en kernregistraties. Het initiatief voor een Soevereine Cloud toont de toewijding van de Gemeente aan het handhaven van de hoogste veiligheidsnormen voor gegevensbescherming, in lijn met nationale en Europese regelgeving. Deze ontwikkelingen zijn onderdeel van de bredere strategie van de gemeente Amsterdam om een robuust, veilig, flexibel, wendbaar en modern i-fundament te realiseren. Het illustreert de ambitie om te voldoen aan de vereisten van een digitale stad die "van deze tijd" is en die innovatieve technologische oplossingen implementeert om te voldoen aan de behoeften van de Opgaven en de BOB (Burgers, Ondernemers, Bezoekers) terwijl tegelijkertijd de digitale soevereiniteit en de bescherming van persoonsgegevens worden gewaarborgd. Het streven naar het gebruik van Public Cloud en de ontwikkeling van een Soevereine Cloud zijn concrete stappen in de richting van het bereiken van deze ambities en spelen een cruciale rol in de voortdurende inspanningen van de stad om voorop te lopen. Specifiek zoekt de Gemeente naar oplossingen die de Opgave realisatie (stream-aligned DevOps) teams ondersteunen, die Lean-Agile werken volgens het Scaled Agile Framework en DevOps principes binnen enterprise-ready public cloud (Data) Landing Zones op Azure. De adoptie van een Platform Engineering aanpak, die gebaseerd is op modellen zoals Lean-Agile, Scrum, DevOps, en het Cloud Adoption Framework, is bedoeld om deze doelen te realiseren door het verder optimaliseren van verantwoordelijkheden, een organisatiemodel, invulling van sourcing, en werkwijze op de doelarchitectuur van een Enterprise IT-landschap van de Gemeente.
