Description

Sukladno Tehničkoj specifikaciji, predmet nabave podrazumijeva dvije vrste usluga koje nisu podijeljene na grupe iz razloga što u operativnom smislu predstavljaju međuovisnu funkcionalnu cjelinu kao dio telekomunikacijske infrastrukture za pružanje usluga sustavima za upravljanje zračnim prometom. U zahtjevu OZEK0010 Tehničke specifikacije definirano je zašto se za ethernet telekomunikacijske kapacitete traži jedinstveno rješenje što onemogućuje dodatno dijeljenje usluga zakupa ethernet telekomunikacijskih kapaciteta na grupe. Naručitelj namjerava sklopiti okvirni sporazum s jednim pružateljem usluga kako bi mogao ostvariti kvalitetniji i sigurniji nadzor nad predmetnim uslugama u smislu brze i učinkovite komunikacije, otklanjanja problema i prekida, a sve u funkciji sigurnog odvijanja zračnog prometa. Količine i vrijednosti pristupnih brzina ethernet telekomunikacijskih kapaciteta te analognih i digitalnih veza definirane Tehničkom specifikacijom (Prilog 1) i Troškovnikom (Prilog 3) su okvirne za razdoblje važenja okvirnog sporazuma. Razlog tome je što Naručitelj zbog dinamike svojih operativnih potreba ne može sa sigurnošću unaprijed iste precizno odrediti za cijelo vrijeme trajanja okvirnog sporazuma. Prema tome, stvarna realizacija će ovisiti o potrebama Naručitelja u datom trenutku te će ista moći biti veća ili manja od okvirnih količina i vrijednosti definiranih Tehničkom specifikacijom i Troškovnikom. Da bi se osigurao ovakav model nabave predmetnih usluga tijekom trajanja okvirnog sporazuma, Ponuditelj mora, osim Troškovnika, kao dio ponude priložiti i dokument pod nazivom Cjenik usluga koji se tiče isključivo zakupa ethernet telekomunikacijskih kapaciteta sukladno uvjetima iz Tehničke specifikacije, ali uz mogućnost različitih pristupnih brzina u svim koracima definiranim u predlošku pod nazivom Cjenik koji kao Prilog 4 predstavlja sastavni i nepromjenjivi dio Ponude. Ponuditelj mora ponuditi cijene za sve brzine, odnosno kapacitete predviđene Cjenikom. Takav Cjenik mora važiti cijelo vrijeme trajanja okvirnog sporazuma. Tehnička specifikacija se nalazi u Prilogu ove dokumentacije. Ponuditelj mora udovoljiti svim zahtjevima iz Tehničke specifikacije koji su definirani kao obavezni što će konstatirati ispunjavanjem Tablice sukladnosti iz priloga dokumentacije. U Tablici sukladnosti Ponuditelj je obavezan pored svakog zahtjeva upisati je li sukladan ili nesukladan sa zahtjevom. U stupcu "napomene" Ponuditelj mora navesti gdje se u ponudi nalazi dokaz navedene sukladnosti. Ponude koje ne udovoljavaju svim obaveznim zahtjevima navedenim u Tehničkoj specifikaciji Naručitelj će odbiti.
