Predmet nabave je nabava usluge složenog integriranog IKT (informacijsko-komunikacijsko-tehnološkog) rješenja za potrebe upravnih tijela Dubrovačko-neretvanske županije za razdoblje od 4 godine. Predmet nabave detaljno je opisan u obrascu Tehničke specifikacije predmeta nabave (Prilog 2.) i u obrascu Troškovnik (Prilog 3.), koji su sastavni dio dokumentacije o nabavi. CPV oznaka predmeta nabave: 64200000-8 Telekomunikacijske usluge. Ponuditelj mora ponuditi cjelokupni opseg usluga koji se traži u ovom nadmetanju. Ponude koje ne obuhvaćaju sve stavke Troškovnika, odnosno minimalni opseg usluga iz Tehničkih specifikacija predmeta nabave, neće se razmatrati. Koncepcija složenog integriranog IKT rješenja temelji se na modelu „Mreža kao platforma“ i slojevitoj arhitekturi u kojoj se razlikuju: nosivi mrežni sloj (nepokretna i pokretna povezanost, IP prijenos, sigurnost, segmentacija i kvaliteta usluge), upravljački i servisni sloj (nadzor mreže, upravljanje uslugama, podrška i incidenti) te digitalni i aplikativni sloj (objedinjena komunikacija, Wi-Fi, Fleet Management i druga sadašnja ili buduća digitalna rješenja). Cilj nabave jest osigurati pouzdanu mrežnu osnovu na koju se pojedine poslovne i digitalne usluge mogu funkcionalno osloniti, uz jasno definirane točke integracije, sigurnost, mjerljivu kvalitetu i odgovornost za isporuku. Mreža je ključna operativna platforma, ali aplikativni servisi koji je koriste mogu biti realizirani na zasebnim tehnološkim platformama i kod različitih tehnoloških dobavljača. Uspostava koncepcije „Mreža kao platforma“ omogućuje povezivanje postojećih i budućih digitalnih resursa Naručitelja kroz zajedničku komunikacijsku osnovu i dokumentirana interoperabilna sučelja. Kohezija cjeline ostvaruje se funkcionalnom povezanošću, upravljanjem uslugama, razmjenom podataka i E2E odgovornošću, a ne zahtjevom da svi servisi koriste isto korisničko sučelje, isti sustav identiteta ili istu upravljačku platformu. Rješenje „Mreža kao platforma“ određuje zajedničke zahtjeve na točkama povezivanja: komunikacijske, sigurnosne, integracijske i podatkovne zahtjeve koje povezani sustavi moraju zadovoljiti. Naručitelj ne zahtijeva arhitektonsku podređenost zasebnih aplikativnih sustava platformi niti prilagodbu njihove interne arhitekture, nego kompatibilnost i sigurnu interoperabilnost na ugovorenim sučeljima.
