Le présent avis vise à mettre en place un marché qui a pour objet l’accompagnement opérationnel et sécuritaire de la conduite de projet sur les lignes A et B. La ligne est interrompue durant la phase de réalisation des travaux que ce soit en Nuits Longues (NL) ou en Interruption Totale des Circulations (ITC). Une mission de gestion de sécurité ferroviaire (mouvements de train, coactivité, etc.) devient par conséquent nécessaire dans la gestion de l’interface avec les zones exploitées et au sein du chantier fermé. Il donne lieu à la passation d’un accord cadre à commandes avec un montant minimum et un montant maximum. Le présent marché prend la forme d’un accord cadre à commandes mono-attributaire avec montant minimum et un montant maximum. Les prestations à réaliser dans le cadre du présent marché sont décrites en détails dans le Cahier des Charges. Les prestations comprises dans le montant minimum sont les suivantes : - Assurer la sécurité ferroviaire sur zone, manœuvre ADV, surveillance coactivité ; - Coordination des mouvements de trains et liaison avec CCU ; - Rédaction du RTES ; - Contrôle RTES, animation des briefings sécurité, reporting ; - 15 à 30 contrôles pendant les campagnes avec rapport photo ; - Réunions, sessions de sensibilisation et de reconnaissance de site, formations ; - Retour sur expérience : o Participation à 2 réunions REX ; o Réalisation d’une synthèse des observations du titulaire. Les prestations comprises dans le montant maximum sont les suivantes : - Les prestations du montant minimum ; - Les prestations du minimum pour les campagnes RVB RER A 2027 à 2029 ; - Les prestations sur devis similaires à l’objet du marché qui s’exercent dans la limite de 250 000 € (basé sur l’onglet prestations sur devis du Bordereau des prix) réalisée à la demande de la RATP.
