SYTRAL Mobilités, autorité organisatrice des transports, souhaite conclure un(des) contrat(s) à l'issue d'une mise en concurrence respectant les principes décrits à l'article L. 3 du code de la commande publique pour confier à un/des opérateur(s) économique(s) l'exécution des services publics de transport urbain (périmètre CAVBS) et non urbain de voyageurs par Bus et Cars que SYTRAL Mobilités organise sur son ressort territorial sous la marque «TCL» à compter du 1er septembre 2029 sur tout ou partie des missions et périmètres concernés. Selon le choix de l'autorité délibérante qui reste à prononcer, la dévolution pourra prendre la forme d'un/de contrat(s) dont le type n'est pas déterminé (concession ou marché public). Le Conseil d'administration de SYTRAL Mobilités délibérera ultérieurement sur les modalités de gestion du service, après avis de la commission consultative des services publics locaux et du comité social territorial. La durée prévisionnelle du (des) contrat(s) est de 96 mois avec une possibilité de prolongation de 24 mois. Elle est donnée à titre indicatif et pourra être ajustée et variable en fonction des contrats. La subdélégation ou la sous-traitance seront autorisées : quote-part non encore connue. Le (les) contrat(s) peuvent inclure des investissements à la charge du (des) futurs cocontractants, dont la création, mise à disposition, de dépôts répondant à la qualification de biens de retour et la mise à disposition du matériel roulant. Périmètre du service susceptible de couvrir l'ensemble des missions d'exploitation et de maintenance des équipements nécessaires à un service public de transport urbain et non urbain de voyageurs : services de transport par autobus (urbain) - services de transport par autocar (service régulier et/ou vocation scolaire) - services de transport par minibus (TAD et vocation scolaire) - services de transport par véhicules de moins de 9 places. Le cas échéant, le (les) contrat(s) peuvent être complétés par des missions sur un service de TAD spécialisé (PMR). Principales données quantitatives 2024 du service à titre indicatif. - Périmètre urbain CAVBS : 17 lignes régulières (9 CityLib et 8 Carlib) dont 9 à vocation scolaire, 3 lignes de transport à la demande RésaLib , 5 086 566 voyages/an, 1 385 216 kilomètres totaux réalisés/an. - Périmètre inter-urbain : 42 lignes régulières, 388 lignes scolaires, 6 200 000 voyages/an, 14 500 000 kilomètres totaux réalisés/an. - Périmètre urbain métropole de Lyon : 30 lignes régulières, 200 lignes scolaires, 7 510 000 voyages/an, 29 700 000 kilomètres totaux réalisés/an
