Description

La Poste recherche un organisme assureur relevant d’un des trois codes (Code des assurances, Code de la mutualité ou Code de la sécurité sociale) en mesure de proposer un dispositif d’assurance et de gestion directe des contrats collectifs santé et prévoyance pour ses collaborateurs et ayants droits. Le traitement des données de La Poste, y compris l’hébergement, la sauvegarde et/ou la consultation devra impérativement être localisé au sein de l’Union Européenne (UE), d’un pays de l’Espace Economique Européen (EEE), d’un pays reconnu comme adéquat par l’Union Européenne. Le dossier de consultation qui sera envoyé aux candidats sélectionnés précisera les éléments liés à cette exigence. L’obligation de notification/ déclaration en application du Règlement (UE) 2022/2560 relatif aux subventions étrangères faussant le marché intérieur et de son Règlement d’exécution (UE) 2023/1441 est applicable à la présente procédure de passation. L'objet de cette consultation est de confier à un opérateur relevant d'un des trois codes (code des assurances, code la mutualité ou code de la sécurité sociale) la couverture des risques assurés et la gestion des sinistres résultant d'une prestation d'assurance collective frais de santé - prévoyance. Cette prestation couvre le périmètre suivant sur la population des actifs cadres et actifs employés. A titre purement informatif, en Juin 2025 , La Poste dénombre 131 000 salariés et 36 000 fonctionnaires. - Un volet collectif obligatoire frais de santé pour les fonctionnaires et les contractuels de droit public de La Poste, institué par voie d'accord collectif. - Un volet collectif obligatoire frais de santé et prévoyance (décès et arrêt de travail) pour les salariés de La Poste, institué par voie d'accord collectif - Un volet collectif facultatif frais de santé pour les fonctionnaires et contractuels de droit public de La Poste - Un volet collectif facultatif frais de santé pour les salariés de La Poste. L’organisme assureur devra être en capacité de gérer en direct avec les postiers, les adhésions santé et dispenses, les déclarations et constitution des dossiers de mises en invalidité et de décès. L’organisme assureur acceptera de confier à La Poste la gestion (calcul et versement des prestations aux salariés en paie) pour les garanties incapacité de travail du contrat collectif de prévoyance des salariés et de reverser mensuellement à La Poste, les sommes avancées par La Poste pour cette gestion. Ces contrats devront couvrir les territoires suivants : La France Métropolitaine dont la Corse, les Départements et Régions d'Outre-Mer, Andorre, Monaco et Saint-Pierre et Miquelon. Le nombre d’attributaires envisagé pour ce lot est de : 1. Le maximum de l’accord-cadre est fixé à 2 900 000 000 Euros hors TVA, sur la durée totale de l’accord-cadre, périodes de reconduction comprises. La durée de validité de l’offre est d’un an à compter de la date limite de réception des offres.
