Le marché à une durée prévisionnelle de 48 mois, avec une tranche ferme de 12 mois et trois tranches de reconduction de 12 mois chacune. La présente mission vise à apporter un appui opérationnel et méthodologique à la Maîtrise d’Ouvrage (MOA), au Chef de Projet (CDP) et aux différents chefs de projets du Pôle Projets Auvergne Rhône-Alpes (PP AuRA). Le titulaire interviendra sur un portefeuille de projets multi-techniques (Voie, Caténaire, Signalisation, Ouvrages d'Art) localisés principalement sur la zone Ingénierie Sud-Est. La mission est basée à Clermont-Ferrand, avec des déplacements à prévoir sur le territoire Sud-Est et ponctuellement en Île-de-France. Pilotage et Management de Projet • Gestion documentaire : Initialisation et mise à jour des Plans de Management de Projet (PMP) et tenue du journal de projet via l'outil SEISM. • Planification : Élaboration et suivi des plannings d'études et de réalisation, en interface avec l'outil COPLANN. • Suivi financier : Maîtrise des coûts projets et MOE (outil Gérémi), suivi des commandes, de la facturation et mise à jour du tableau budgétaire. Appui aux Procédures Administratives et Environnementales • Réalisation de diagnostics administratifs et montage de dossiers (enquêtes publiques, affaires domaniales, arrêtés bruit). • Relations avec les services de l'État (DREAL, ARS, DIRECCTE) et les collectivités territoriales. • Pilotage des prestations spécifiques : CSPS (analyse de compétences, PGC) et diagnostics Faune/Flore. Pilotage technique et Acquisitions de données • Élaboration des cahiers des charges pour les diagnostics réseaux, amiante, plomb et caractérisation chimique du ballast. • Coordination des interventions sur le Réseau Ferré National (RFN) en lien avec les INFRAPOLE pour la programmation des ressources de sécurité. Préparation de la Production Ferroviaire • Capacité ferroviaire : Assemblage des besoins pour les réservations de capacités (processus RP0, RP1, RP3). • Mise à disposition : Pilotage du processus de transfert aux mainteneurs et exploitants (établissement des PV, circuit de signature). Assistance aux Marchés et Travaux • Appui à la rédaction des pièces de marchés de travaux et analyse des offres. • Suivi des prestations de MOE (internes ou externes) : traçabilité des échanges, visas, et gestion des DOE. Communication et Reporting • Préparation des revues de projets (enjeux régionaux) et animation des réunions d'avancement. • Appui au service communication pour les revues de presse et événements sur les opérations.
