La présente consultation porte sur une mission de maîtrise d'oeuvre pour la construction de 30 logements sur la commune de Thouars (79100) - Quartier de la Croix Blanche, au 22 rue Marcelin Berthelot. Ces logements sont destinés à loger des populations de condition moyenne et modeste, éligibles aux critères légaux définis par le Code de la Construction et de l'Habitation en matière de logement à loyer modéré. Le secteur du projet se situe à dans le centre de Thouars. Il s'inscrit dans la continuité de l'urbanisation actuelle, dans une zone pavillonnaire et à proximité d'infrastructures sportives. Les logements seront construits sur une partie de la parcelle AL 377 d'une superficie de 9843 m², propriété de Deux-Sèvres Habitat sur laquelle 4 bâtiments (Aquitaine, Béarn, Champagne, Dauphiné) totalisent 65 logements sont en cours de déconstruction. En plus des logements à construire, 24 garages en bande qui avaient été édifiés en limite de propriété seront à réhabiliter ou à démolir selon le projet. Les espaces extérieurs sont propriétés de Deux-Sèvres Habitat. Leur requalification fait donc partie de la présente opération. L'équipe de maîtrise devra prendre en compte la présence d'arbres remarquables dans le futur projet. Les matériaux et les équipements utilisés ainsi que leur mise en oeuvre présenteront une bonne durabilité, un entretien et un remplacement faciles. Les choix de conception et des équipements seront faits dans une approche de coût global (coût d'investissement + coûts d'exploitation). Les constructions futures ne devront pas perturber le droit au soleil et à la vue des riverains par leur taille et forme. Le projet sera conçu avec un niveau de performance énergétique répondant à la RE2020, seuils 2028. Qui plus est, le projet devra obtenir l'attestation B-bio - 10 %. Ce projet devra obtenir la certification NF Habitat. Les logements seront de type semi collectif (ou individuel pour le T4) selon les schémas suivants : 10 T2, 18 T3 et 2 T4. L'enveloppe affectée aux travaux seuls est estimée 3 800 000,00 Euros HT pour les VRD, la construction des logements et la réhabilitation ou démolitions des 24 garages, comprenant : - Coût construction sur la base d'une surface habitable totale de 1924 m² (2030 m² de surface utile) - VRD publics (pour la partie des voiries qui sera rétrocédée à la ville) et privatifs compris réseaux, raccordements, terrasses, circulations, clôtures et espaces verts. Durée globale prévisionnelle du marché : 12 mois d'études, 20 mois de travaux et l'année de garantie de parfait achèvement. Date prévisionnelle de démarrage des prestations : juin 2026. Le marché de maîtrise d'oeuvre qui fera suite au concours sera une mission de base en construction neuve de bâtiment étendue à la totalité des études d'exécution (ESQ, APS, APD, PRO, ACT, EXE totale, DET et AOR) ainsi que la mission complémentaire "OPC".
