Le présent avis de marché a pour objet de définir les conditions de la consultation relative à des prestations de Tierce Maintenance multi-Applicatives, de développement de nouvelles applications et d’Administration des Environnements applicatifs. Les prestations comprennent principalement : - des prestations de tierce maintenance relatives à ses applications et notamment des prestations de maintenance préventive, de maintenance corrective, de maintenance adaptative et évolutive, et de support fonctionnel et d'assistance, - des prestations d’Installation, Administration et Exploitation des environnements applicatifs associés à ces applications, ainsi que les chaine CI/CD associées (DevOps) - des prestations de développement de nouvelles applications, - des prestations d’urbanisation du Système informatique, de veille technologique, et d’études techniques liées aux applications maintenues. A ce jour, le parc applicatif du CEA comprend 59 applications développées et 1 application de gestion de formulaires web et workflow. Les langages principalement utilisés sont .Net Framework, .Net Core, PHP, Python, Angular. L’hébergement des applications se fait on-premise, sur des environnements majoritairement Windows/IIS, et pour quelques applications sur des containers hébergés sur cluster Rancher. La chaine CI/CD est outillée à base de pipelines CI/CD dans AzureDevops, Git, SonarQueb, et scripts terraform. Les prestations de maintenance seront organisées en niveaux de service. Les éléments quantitatifs mentionnés sont des ordres de grandeur qui n’ont pas de valeur contractuelle. La date prévisionnelle du début des marchés est le 1 janvier 2028. La durée du marché est de 4 ans fermes avec deux périodes de reconduction supplémentaires de douze mois. Le futur marché sera composé de différentes phases dont une phase de prise en charge qui se fera en parallèle de la réversibilité du titulaire sortant.
