Description

La présente consultation ne concerne que le lot 1, le lot 2 sera lancé ultérieurement. Le Schéma Directeur Assainissement (Démarche SyAM 2040) a défini le besoin de créer une station sur l'Est de la commune de Nantes pour intercepter les effluents collectés séparativement sur l'est de la Métropole avant leur passage dans le réseau unitaire du centre ville. Cette disposition vise à réduire la concentration des déversements du réseau unitaire en temps de pluie, elle contribue aussi à l'augmentation de capacité de traitement du système d'assainissement Nord Loire permettant d'absorber l'accroissement démographique) et vient, par sa proximité avec le futur CVTD (Centre de Traitement et de Valorisation des Déchets), permettre une valorisation thermique des boues, complémentaire à l'épandage des boues. Lot 1 : - L'étude de faisabilité vise à clarifier les besoins du Maître d'ouvrage (charges à traiter, procédés et performances attendues, obligation de moyen ou de résultats, …), définir les stratégies à appliquer face aux contraintes du site et vérifier que le projet ainsi défini est réalisable (du point de vue technique, réglementaire et financier) cela sur les 2 périmètres fonciers pressentis pour la future station ainsi que sur les deux réseaux d'amené des effluents. L'étude intègre donc une analyse foncière, l'analyse de la G1 et les DIAG environnementaux préalables à la comparaison des scénario et à la conception des solutions techniques de la STEU et des réseaux. - L'assistance à l'élaboration du programme consiste à accompagner le Maître d'Ouvrage dans les choix stratégiques de déroulé de l'opération de construction de la future station d'épuration (analyse juridique préliminaire, type de marché de réalisation, mode d'exploitation, …) en intégrant les contraintes du projet (contexte métropolitain et contexte du site) de manière à atteindre les objectifs fixés. Lot 2 : La mission d'Assistance à la Maîtrise d'Ouvrage portera sur l'opération de construction de la nouvelle station, elle doit permettre de rédiger et d'attribuer les marchés de réalisation, d'assurer le suivi des études de conception, des travaux et de l'exploitation (les réseaux d'amené seront alors traités séparément). Le lot 2 sera lancée ultérieurement. Le montant estimé pour les 2 lots est de 3 500 000EurosHT.
