Description

La présente mission vise à étudier les modalités de création d'une foncière logement agissant avec efficience sur notre territoire au regard des objectifs fixés. Le but est de disposer d'une étude d'opportunité et de faisabilité technique, financière, juridique et organisationnelle permettant d'établir les hypothèses fondatrices de la foncière. A ce titre, le présent marché vise à disposer d'un accompagnement la rendant opérationnelle pour agir au regard de ses missions. Le contrat comporte une tranche ferme - décomposée en deux phases : étude d'opportunité et étude de faisabilité et une tranche optionnelle - décomposée en une phase relative à l'accompagnement à la création effective de la foncière. Le délai d'exécution de chaque tranche est fixé comme suit : tranche ferme : 6 mois (dont 1 mois pour la phase 1 et 5 mois pour la phase 2) tranche optionnelle : 6 mois.
