Föremålet för upphandlingen är effektiverat serviceboende med heldygnsomsorg för äldre, med beredskap för att vårda minnessjuka klienter Målet med denna upphandling är att tillhandahålla platser för äldreboende med heldygnsomsorg i effektiviserat serviceboende för äldre invånare i Mariehamn. Det effektiverade serviceboendet är avsett för äldre personer som, på grund av nedsatt funktionsförmåga, inte längre kan bo kvar i sina egna hem, även med den högsta nivån av hemvård. I dessa boenden finns personal tillgänglig dygnet runt för att säkerställa trygghet och omsorg. Denna upphandling omfattar både de platser som Mariehamn stad för närvarande köper och de som behövs för framtida behov. Beställaren är öppen för att platserna organiseras på det sätt som anbudsgivaren finner mest ändamålsenligt, under förutsättning att samtliga krav i upphandlingsdokumenten uppfylls. Det innebär att platserna kan tillhandahållas inom en verksamhet som är samlokaliserad med annan vård- eller omsorgsverksamhet, eller genom samverkan mellan flera aktörer, så länge de upphandlade platserna är tydligt avgränsade, disponeras exklusivt av beställaren och uppfyller samtliga ställda krav på kvalitet och tillgänglighet. Upphandlingen genomförs som ett öppet förfarande över EU-tröskelvärdet avseende upphandling av Social- och hälsovårdstjänster samt andra särskilda tjänster i enlighet med Bilaga XIV till Direktiv 2014/24/EU.
