Description

Contracting authority is procuring technical expertise for Rwanda as specified in this Invitation to tender and its annexes. The procurement is divided into three technical areas (TA), which are: 1. Overall planning and coordination of teacher development initiatives, including school based Continuous Professional Development (CPD), and its integration into Teacher Management Information Systems (TMIS) 2. Effective use of teaching and learning materials and resources, including online materials to promote early literacy and numeracy development through blended approaches 3. Career guidance and counselling by teachers Proposed period of implementation is between September 2025 and August 2026. The scope of the procurement and the division into technical areas are described in more detail particularly in annexes 1.1.-1.3. The Finnish National Agency for Education (EDUFI) is an agency responsible for education and training, early childhood education and care, and lifelong learning in Finland. Operating under the Ministry of Education and Culture, EDUFI promotes internationalization, supports educational development, and ensures the quality and accessibility of education across the country. The Regional Teachers Initiative for Africa (RTIA) is an EU-funded Team Europe Initiative supporting teacher education and teacher professional development in Sub-Saharan Africa. The RTIA is implemented by a Facility consisting of Expertise France, Finnish National Agency for Education EDUFI, Enabel, VVOB, and APEFE. This technical expertise procurement is part of the RTIA Window 1 Technical Assistance, implemented by EDUFI. The technical area (TA) aims to identify teacher training/CPD needs, capacity gaps, and existing teacher development programmes and initiatives as well as developing functional CPD and teacher performance module(s)* within TMIS to help plan, coordinate and monitor CPD initiatives and track teacher performance The scope and subject-matter of the procurement is described in more detail particularly in Annex 1.1 "ToR TA1 International and National Experts".; The technical area (TA) aims to support early literacy and numeracy by analyzing existing materials and resources-such as student textbooks, teacher guides, training modules, and online content-examining how these are used, developing tailored training content, and establishing an implementation plan that includes monitoring and Training of Trainers. The scope and subject-matter of the procurement is described in more detail particularly in Annex 1.2 "ToR TA2 International and National Experts".; The technical area (TA) aims to elaborating of a career guidance and counselling framework for teachers to provide career guidance and counselling to learners as well as strengthening teachers’ skills in career guidance and counselling (CG&C). The scope and subject-matter of the procurement is described in more detail particularly in Annex 1.3 "ToR TA3 International Experts".
