Die Stadtkanzlei, Bereich Stab, Strategie und Recht, schreibt den Auftrag «Erklärvideos für die Abstimmungsinformationen der Stadt Zürich» im offenen Verfahren im Staatsvertragsbereich aus.  Der Bereich Stab, Strategie und Recht ist für die Erstellung der Abstimmungsinformationen zu den kommunalen Abstimmungsvorlagen der Stadt Zürich verantwortlich. Dazu gehören neben der Abstimmungspublikation auch die Produktion von Erklärvideos inklusive Übersetzung in Gebärdensprache zu städtischen Abstimmungsvorlagen.  Die Erklärvideos sollen barrierefrei, verständlich und inhaltlich korrekt sein. Sie enthalten Untertitel und werden in Gebärdensprache übersetzt. Ein logisch aufgebauter Ablauf und die visuelle Gestaltung sollen sicherstellen, dass komplexe Inhalte der Abstimmungsvorlagen einfach und nachvollziehbar vermittelt werden. Dabei muss die Vorlage sachlich richtig und vollständig dargestellt werden. Illustrationen und Animationen sollen das Gesprochene gezielt unterstützen, wichtige Zusammenhänge verdeutlichen und zentrale Informationen hervorheben.
