Αντικείμενο της σύμβασης είναι η υποστήριξη: Α. Της Υποδιεύθυνσης του Προγράμματος “Περιβάλλον και Κλιματική Αλλαγή” και Β. Της Υποδιεύθυνσης του Προγράμματος “Πολιτική Προστασία” της Ειδικής Υπηρεσίας Διαχείρισης Προγραμμάτων «Περιβάλλον και Κλιματική Αλλαγή» και «Πολιτική Προστασία» (εφεξής ΕΥΔ ΠΕΚΑ&ΠΟΛΠΡΟ) με παροχή υπηρεσιών Συμβούλων, στο πλαίσιο: • Του Διαχειριστικού κλεισίματος των Πράξεων ενταγμένων στους άξονες 10, 11, 12, 13, 14, 14Β, 15 και 16 του Προγράμματος «Υποδομές Μεταφορών, Περιβάλλον και Αειφόρος Ανάπτυξη» 2014-2020 που εμπίπτουν στη διαχειριστική αρμοδιότητα της ΕΥΔ ΠΕΚΑ&ΠΟΛΠΡΟ και της ομαλής μετάβασης των συνεχιζόμενων Πράξεων από την ΠΠ 2014-2020 στην ΠΠ 2021-2027, • Της επιλογής και διαχείρισης των Πράξεων του Προγράμματος «Περιβάλλον και Κλιματική Αλλαγή» (ΠΕΚΑ) της ΠΠ 2021-2027 και της αντιμετώπισης των προβλημάτων που προκύπτουν με στόχο την πλήρη ενεργοποίησή του Προγράμματος «Περιβάλλον και Κλιματική Αλλαγή» και την ορθή υλοποίησή του. • Της επιλογής και διαχείρισης των Πράξεων του Προγράμματος «Πολιτική Προστασία» (ΠΟΛΠΡΟ) της ΠΠ 2021-2027 και της αντιμετώπισης των προβλημάτων που προκύπτουν με στόχο την πλήρη ενεργοποίησή του Προγράμματος «Πολιτική Προστασία» και την ορθή υλοποίησή του. • Της γενικότερης υποστήριξης της λειτουργίας της ΕΥΔ ΠΕΚΑ&ΠΟΛΠΡΟ. Η συγκεκριμένη ανάθεση υλοποιείται ενιαία και όχι σε τμήματα, διότι περιλαμβάνει υποστήριξη της ΕΥΔ για το πρόγραμμα ΠΕΚΑ σε οριζοντίους τομείς και αντίστοιχους θεματικούς (στερεά απόβλητα, νερά, κ.λ.π.), οι οποίοι ανατροφοδοτούν διαρκώς αυτούς με στοιχεία ποιοτικά και ποσοτικά, ώστε να επιτευχθούν και αποτιμηθούν οι τελικοί δείκτες αποτελέσματος και το ομαλό κλείσιμο του Προγράμματος. Παράλληλα η υποστήριξη δίδεται από τον Σύμβουλο σε όλες τις Μονάδες του ΠΕΚΑ διατρέχοντας ταυτόχρονα όλη την ροή διαδικασιών (αξιολόγηση, ένταξη, παρακολούθηση, κ.λ.π.) με αλληλεξάρτηση μεταξύ τους. Τέλος η ταυτόχρονη ανάθεση και στο πρόγραμμα ΠΟΛΠΡΟ, προκύπτει από την ανάγκη ταυτόχρονης υποστήριξης διοικητικής και διαχειριστικής διότι η ΕΥΔ ΠΕΚΑ και ΠΟΛΠΡΟ διαθέτει μία ενιαία Μονάδα Γ.
