Summary

Machine-generated summary

Birmingham City Council is commissioning an external consultancy to carry out a comprehensive domestic abuse needs assessment for the city. The supplier will produce a well-evidenced written report combining qualitative and quantitative data, covering prevalence and multi-agency response over the past three years, expected changes over the next three years, and needs of new communities. The assessment must go beyond the Domestic Abuse Act 2021 duty, spanning prevention, support and crisis stages, and map domestic abuse pathways across criminal justice, children's services, health, housing, education and adult social care, including commissioned and non-commissioned services and the exempt accommodation sector. The contract starts on 7 December 2026 and lasts 6 months.

Description

Birmingham City Council is seeking to commission external consultancy to conduct a thorough domestic abuse needs assessment for the city. The needs assessment will form a key part of Birmingham’s evidence-led approach to tackling domestic abuse, providing robust evidence of local need. The needs assessment should take the form of a well-evidenced written report, supported by a thorough compilation of both qualitative and quantitative data. It should provide a comprehensive and honest picture of the prevalence and response to domestic abuse across agencies within Birmingham, looking at changes over the past three years, expected changes in the next three years and any gaps or needs around new communities in the city. It must go beyond the duty set out by the Domestic Abuse Act 2021, which only represents the needs of those who require support in domestic abuse safe accommodation. The assessment we require will span across the continuum of domestic abuse, capturing need at prevention, support and crisis stages. This will include mapping the current domestic abuse pathways, across Criminal Justice services, Children Services, Health, Housing/Homelessness, Education, Adult Social Care etc. (this is a non-exhaustive list), to support Birmingham’s whole systems approach to supporting survivors of domestic abuse. The mapping will include commissioned and non-commissioned domestic abuse services, the exempt accommodation sector across the city and the associated pathways across this provision. The contract for the services will commence on 7th December 2026 and will be in place for a period of 6 months.
