Gegenstand der beabsichtigten Auftragsvergabe ist der Abschluss eines Rahmenvertrages für den Zeitraum 01.09.2026 bis 31.08.2041 mit Festbeauftragungsanteil und Abrufleistungen über die Herstellung und Lieferung einer querschnittlichen Nachfolgelösung für das Marineleichtgeschütz nebst Zubehör (z.B. Sonderwerkzeugsätze, Ersatzteilpakete) sowie Ausbildungsleistungen. Das zu beschaffende Waffensystem soll als Marinewaffe als querschnittliche Nachfolgelösung für das Marineleichtgeschütz (qNFMLG) genutzt werden. Es ist geplant, die qNFMLG für eine Vielzahl unterschiedlicher Schiffe und Boote der Deutschen Marine, exemplarisch für Fregatten, Korvetten und Boote, zu nutzen. Derzeit befindet sich noch das Marineleichtgeschütz (MLG) 27 mm auf verschiedenen Einheiten in der Nutzung. Es sollen nun Geschützsysteme mit folgenden Eigenschaften beschafft werden: - Kaliber: 30mm x 173 - Jedes Geschütz muss über einen Sensor für die Erfassung von Zielen verfügen - Das Geschützsystem muss über die Möglichkeit verfügen mittels der über den Sensor erfassten Daten und nach Auslösung durch einen Bediener die erfassten Ziele erfolgreich zu bekämpfen. - Das Geschütz soll auf Überwassereinheiten der Marine integrierbar sein - Das Geschütz muss fähig sein, Airburst-Munition zu verschießen und zu programmieren - Das Geschütz soll Luftziele (insbes. Unmanned Aerial Vehicles (UAV)), Überwasserziele und Ziele an Land bekämpfen können Zur Sicherstellung der Selbstverteidigungsfähigkeit der Deutschen Marineeinheiten ist es hierbei notwendig, auf marktverfügbare Systeme im Technology Readiness Level 9 (TRL 9) mit Nachweis des erfolgreichen Einsatzes zurück zu greifen. Weiterhin muss das zu beschaffende Waffensystem in der Lage sein, Airburst- Munition zu programmieren und zu verschießen, um eine erfolgreiche Drohnenabwehr für die Schiffe und Boote sicherzustellen. Im Rahmen des vorliegenden Projekts werden 75 Systeme fest beauftragt. Zur Fähigkeitserhaltung bei kurzfristigem Ausfall eines oder mehrerer der -bis dahin- zu beschaffenden Waffensysteme soll darüber hinaus die Möglichkeit des Abrufes von bis zu 100 weiteren Systemen gegeben sein. Die Finanzierung dieser Abrufanteile ist zum jetzigen Zeitpunkt noch nicht sichergestellt und steht in Abhängigkeit von der Bereitstellung entsprechender Mittel durch den Bundeshaushalt. Somit sollen über eine Rahmenvereinbarung insgesamt bis zu 175 Waffensysteme nebst Zubehör (z.B. Sonderwerkzeugsätze, Ersatzteilpakete) sowie Ausbildungsleistungen beauftragt werden. Die Umrüstung soll dabei im Jahr 2027 beginnen und grundsätzlich im Jahr 2030 enden. Um die Fähigkeitslücke der Marine zu schließen, ist es erforderlich 75 Waffensysteme fest zu beauftragen. Zur Fähigkeitserhaltung bei kurzfristigem Ausfall eines oder mehrerer der -bis dahin- zu beschaffenden Waffensysteme sowie zur Ausrüstung neuer, noch zu beschaffender Schiffe und Boote (z. B. Fregatten Klasse 127, MUSE, Flottendienstboot Klasse 424) soll darüber hinaus die Möglichkeit des Abrufes von bis zu 100 weiteren Systemen gegeben sein. Somit sollen über eine Rahmenvereinbarung insgesamt bis zu 175 Waffensysteme nebst Zubehör (z.B. Sonderwerkzeugsätze, Ersatzteilpakete) sowie Ausbildungsleistungen beauftragt werden.
