Die Gemeinde Walddorfhäslach hat im Betreibermodell ein passives Glasfasernetz (FTTB) errichtet bzw. errichtet dieses derzeit. Vergeben wird im Wege einer Dienstleistungskonzession je Los der Betrieb des passiven Netzes einschließlich Aufbau und Betrieb der aktiven Technik, Erbringung von Endkundendiensten, Gewährung eines offenen Netzzugangs (Open Access) sowie Wartung, Instandhaltung und Dokumentation; die Überlassung erfolgt gegen Pacht auf Grundlage eines Netzbetriebs- und Pachtvertrags je Los. Die Leistung ist in zwei Lose aufgeteilt, und zwar je Fördervorhaben: Los 1 Weiße-Flecken-Förderung - Infrastruktur einschließlich Upgrade-Adresspunkte (234 Adresspunkte) und Los 2 Graue-Flecken-Förderung (1.035 Adresspunkte). Einziges Zuschlagskriterium ist die Pacht; Wertung und Zuschlag erfolgen je Los. Einzelheiten ergeben sich aus der Anlage Leistungsbeschreibung. Auftraggeberin ist die Gemeinde Walddorfhäslach. Gegenstand des Loses 1 ist der Betrieb des im Förderverfahren „weiße Flecken“ errichteten passiven Glasfasernetzes (FTTB) einschließlich der mit Änderungsbescheid vom 20.08.2025 hinzugetretenen Vortriebs- und Synergieupgrade-Adresspunkte (eAkte 832.5/3-20 09BW200546). Das Netz wird dem Netzbetreiber gegen Pacht zur Nutzung überlassen; er baut die aktive Technik auf, betreibt das Netz, erbringt Endkundendienste, gewährt offenen Netzzugang (Open Access) und übernimmt Wartung, Instandhaltung und Dokumentation. Mindestmenge: 234 Adresspunkte mit 216 Wohn- und 32 gewerblichen Nutzungseinheiten; die Höchstmenge ergibt sich aus der Leistungsbeschreibung (Rahmenvereinbarung). Förderung: Breitband-Richtlinie vom 22.10.2015 i. d. Gegenstand des Loses 2 ist der Betrieb des im Förderverfahren „graue Flecken“ errichteten passiven Glasfasernetzes (FTTB) (eAkte 832.6/10-22 01BW21014). Das Netz wird dem Netzbetreiber gegen Pacht zur Nutzung überlassen; er baut die aktive Technik auf, betreibt das Netz, erbringt Endkundendienste, gewährt offenen Netzzugang (Open Access) und übernimmt Wartung, Instandhaltung und Dokumentation. Verbindliche Mindestmenge: 1.035 Adresspunkte mit 1.088 Wohn- und 106 gewerblichen Nutzungseinheiten; die Höchstmenge ergibt sich aus der Leistungsbeschreibung (Rahmenvereinbarung).
