Es soll ein Beobachtungsinstrument der sprachlichen und mathematischen Entwicklung von Kindern entwickelt, pilotiert, validiert und auf Reliabilität geprüft werden, das sich aus dem Bildungsplan Brandenburg ableitet. Die Items zur Kompetenzerfassung von Kindern am Ende der Kita-Zeit (3. Drittel des letzten Kita-Jahres) werden als "Individuelle Lernstandsanalyse am Übergang Kita-Schule (ILeA 0)" konzipiert und an das bereits vorhandene Beobachtungsinstrument für die "Individuelle Lernstandsanalyse in den ersten 6 Wochen nach dem Schuleintritt (ILeA plus)" anschlussfähig ausgestaltet. Ziel ist ein integriertes, strukturell harmonisiertes Beobachtungssystem, das die sprachliche und mathematische Entwicklung in vergleichbarer und anschlussfähiger Struktur erfasst. Der Auftraggeber erwartet ein standardisiertes, wissenschaftlich fundiertes, schlankes und praxisorientiertes Beobachtungsinstrument. Für den Auftraggeber ist ein einheitlicher konzeptioneller Ansatz von zentraler Bedeutung, um den Qualifizierungsbedarf in der Praxis gering zu halten sowie die Nutzung durch die pädagogischen Fachkräfte mit der einheitlichen Struktur von ILeA 0 zu vereinfachen. Die Leistung ist aufgeteilt in vier Arbeitspakete: Arbeitspaket 1 (Entwicklung der sprachlichen Aspekte des Beobachtungsinstruments), Arbeitspaket 2 (Entwicklung der mathematischen Aspekte des Beobachtungsinstrumentes), Arbeitspaket 3 (Erstellen einer Handreichung zum Beobachtungsinstrument), Arbeitspaket 4 (Pilotierung, Validierung und Reliabilitätsprüfung des entwickelten Beobachtungsinstruments).
