Die PD - Berater der öffentlichen Hand GmbH ist eine Beratungsgesellschaft speziell für Behörden und öffentliche Institutionen, die zu 100 % in öffentlicher Hand liegt. Die PD verbindet wirtschaftlich-strategisches Know-how mit einer genauen Kenntnis der besonderen Abläufe und Strukturen öffentlicher Auftraggeber. Auf dieser Basis berät die PD öffentliche Auftraggeber auf allen föderalen Ebenen und bietet bundesweit Beratungs- und Managementleistungen zu allen Fragen moderner Verwaltung und Infrastruktur an. Sie berät zu Beschaffungsvarianten, Strategie, Organisation und Projektsteuerung, unterstützt die Implementierung komplexer Modernisierungs- und Beschaffungsprojekte oder übernimmt die Steuerung von Großprojekten. Die PD arbeitet mit ca. 1200 Mitarbeitenden verteilt auf die Standorte Berlin, Düsseldorf, München, Frankfurt, Hamburg, Nürnberg, Stuttgart und Wiesbaden und befindet sich vollständig im Eigentum der öffentlichen Hand. Gesellschafter sind neben dem Bund zahlreiche Bundesländer und Kommunen. In den letzten Jahren hat die PD ein starkes Wachstum erfahren, das zu einer zunehmenden Komplexität der Organisations-, Funktions- und Rollenstrukturen geführt hat. Die PD beabsichtigt nunmehr die Entwicklung und Implementierung einer integrierten Vergütungs- und Performancearchitektur und will sich hierbei von einem externen Dienstleister unterstützen lassen. Gegenstand der Beauftragung sind die Konzeption bzw. Weiterentwicklung einer Jobarchitektur, eines Funktionsbewertungs- und Gradingsystems, einer markt- und leistungsorientierten Vergütungssyste-matik sowie eines konsistenten Performance- und Potenzialmanagements. Die Auftragnehmerin be-gleitet zudem die organisatorische Einführung der Systematik einschließlich Governance, Kommunikati-on, Change-Management und Wissenstransfer.
