Die Auftraggeberin möchte das Verkehrsangebot im Mobilitätssektor für die Bürgerinnen und Bürger der Freien und Hansestadt Hamburg stetig verbessern. Zu diesem Zweck geht die Auftraggeberin auch neue Wege und ist neuen Technologien gegenüber offen. Eine derartige neue Technologie ist das sog. teleoperierte Fahren, also, das ferngesteuerte Lenken von Fahrzeugen im Straßenverkehr, ohne dass sich eine reale, das Fahrzeug steuernde Person im Inneren des Fahrzeugs befindet. Die Auftraggeberin sieht in dieser Technologie ein enormes Potenzial mit verschiedenen Anwendungsbereichen. Das teleoperierte Fahren kann insbesondere als wegweisende Brückentechnologie hin zu vollständig autonom fahrenden Fahrzeugen Anwendung finden. Die Auftraggeberin möchte daher im Hamburger Bezirk Bergedorf ein zweijähriges Pilotprojekt durchführen und teleoperiertes Fahren erproben. Um zugleich das Mobilitätsangebot für die Bürgerinnen und Bürger in Bergedorf zu verbessern, soll das teleoperierte Fahren in Form eines teleoperierten Carsharings durchgeführt werden. Die Auftraggeberin erhofft sich hierdurch Erkenntnisse, wie teleoperiertes Fahren als Technologie in den öffentlichen Personennahverkehr integriert werden kann und der ÖPNV in seinem Angebot verbreitert und verbessert werden kann. Das teleoperierte Carsharing soll zunächst auf den Stadtteil Lohbrügge (Betriebsbereich 1) begrenzt sein und im Laufe der Pilotprojektzeit auf den gesamten Bereich des Bezirks Bergedorf und die Vier- und Marschlande (Betriebsbereich 2) ausgeweitet werden. Das Pilotprojekt soll auf zwei Jahre angelegt sein. Im ersten Jahr soll das teleoperierte Carsharing in Hamburg-Bergedorf aufgebaut und eingerichtet werden, insbesondere soll die Flotte an parallel betriebenen Telefahrzeugen auf 15 Stück hochgefahren werden. Zudem soll das Carsharing bereits in diesem ersten Jahr betrieben werden und den Bürgerinnen und Bürgern zur Verfügung stehen. Das zweite Jahr soll anschließend rein dem Betrieb des teleoperierten Carsharings gewidmet sein. Wenn das Pilotprojekt erfolgreich ist, soll der Betreiber des teleoperierten Carsharings die Möglichkeit erhalten, das teleoperierte Carsharing eigenwirtschaftlich fortzusetzen. Die Auftraggeberin vergibt mit dieser Ausschreibung die Leistung zum Aufbau und Betrieb eines teleoperierten Carsharings in Hamburg-Bergedorf. Die Leistung ist auf zwei Jahre begrenzt. Die Leistung umfasst insbesondere: - den Aufbau des teleoperierten Carsharings im ersten Jahr - die Errichtung von Telearbeitsplätzen - den Aufbau einer Flotte von 15 parallel betriebenen Telefahrzeugen - die Erlangung erforderlicher Zulassungen für die Telefahrzeuge - den Betrieb des teleoperierten Carsharings - die Einrichtung digitaler Buchungs- und Bezahlmöglichkeiten für die Nutzer - die Auswertung über die Nutzung, Nutzungsmöglichkeiten, Stärken und Schwächen des teleoperierten Carsharings und die Überlassung der Auswertungen an die Auftraggeberin
