Description

Gegenstand der Leistung ist die Untersuchung der über die Biotonne erfassten und in der Bioabfallverwertungsanlage des AEV verwerteten Bioabfallmengen sowie der in die thermische Verwertung gelangenden Restabfallmengen. Restabfall: Im Fokus der Untersuchungen steht die detaillierte Bestimmung der noch im Restabfall enthaltenen Mengen an Wert- und Problemstoffen sowie die Untersuchung möglicher Abhängigkeiten von strukturellen und abfallwirtschaftlichen Rahmenbedingungen. Des Weiteren sollen die Berechnungsfaktoren für Brennstoffe nach Anlage 1 Satz 2 des Brennstoffemissionshandelsgesetzes bestimmt werden, um auf diese Weise gemäß Anlage 5 Teil 2 Nr.1 der Emissionsberichterstattungsverordnung 2030 (EBeV 2030) für die Restabfälle des AEV gültige Festwerte zu ermitteln. Die Restabfallanalyse soll im Einklang mit und auf methodischer Grundlage der Sächsischen Sortierrichtlinie 2014 (Stand 2016) erfolgen. Dazu sollen zwei Untersuchungszyklen zu je vier Untersuchungskampagnen zu unterschiedlichen Jahreszeiten zur Bestimmung der Abfallzusammensetzung für den Restabfall durchgeführt werden. Bioabfall: Die im Jahr 2019 eingeführte freiwillige Bioabfallsammlung hat einen inzwischen beachtlichen Durchdringungsgrad im Verbandsgebiet erreicht, weshalb für diese Abfallart eine nach vegetationsreicher und vegetationsarmer Jahreszeit differenzierte Ermittlung der Zusammensetzung sowie der Verunreinigung durch Störstoffe vorgesehen ist. Für die Analyse des Bioabfalls sind zwei Untersuchungszyklen zu je zwei Untersuchungskampagnen vorgesehen.
