Dienstleistungsvertrag für das Stadtteilmanagement mit Concierge im Heidelberger Stadtteil Emmertsgrund ab 01.06.2027 Seit 2010 gibt es im Stadtteil Emmertsgrund ein Stadtteilmanagement (DS 0084/2010/BV), das sich als wertvolle Anlaufstelle etabliert hat. Die Trägerschaft des Stadtteilmanagements liegt seit 2010 beim ehrenamtlich getragenen "Trägerverein des Emmertsgrunder Stadtteilmanagements e.V." (TES e.V.) und wurde bisher über institutionelle Förderungen der Stadt Heidelberg finanziert. Im Zuge einer Neustrukturierung der gesamten Stadtteilarbeit auf dem Emmertsgrund wird das Stadtteilmanagement in eine neue Trägerschaft und Struktur überführt. Das Stadtteilmanagement Emmertsgrund und der sogenannte Concierge-Dienst werden zusammengefasst und an einen gemeinsamen Träger übergeben, um Synergien zu nutzen und die Effizienz der eingesetzten städtischen Finanzmittel zu erhöhen. Mit der hier vorliegenden Leistungsbeschreibung wird für 5 Jahre (06/2027-05/2032) mit einer Verlängerungsoption von zwei Mal ein Jahr (bis maximal 05/2034) die Trägerschaft für das Stadtteilmanagement mit Concierge für den Emmertsgrund ausgeschrieben. Um Entwicklungen direkt vor Ort anstoßen zu können, fördert die Stadt seit 2010 das Stadtteilmanagement. Neben dem Stadtteilmanagement betreibt dessen Trägerverein seit 2012 auch das Bürgerhaus HeidelBERG und seit 2015 zusätzlich das Medienzentrum. Parallel dazu betreibt der VbI e.V. seit über 15 Jahren einen Concierge-Dienst im Emmertsgrund. Damit erhalten Bedürftige niedrigschwellig Hilfe in haushaltsnahen Belangen. Außerdem fungiert der Concierge-Dienst als erste Anlaufstelle für Fragen rund um Kommunikation mit Behörden, sozialen Beratungsdiensten oder integrationsbezogenen Institutionen. Das HeidelBERG-Café - mittlerweile in der Trägerschaft des HeidelBERG-Café e.V. - ist ein ehrenamtlich getragenes Café und Ort der Begegnung und Kultur im Emmertsgrund. Alle diese Bausteine der Stadtteilarbeit wurden bisher über institutionelle Förderungen und unterschiedliche Trägerschaften betrieben. Am 11.06.2026 beschloss der Gemeinderat (DS 0045/2026/BV) die Vergabe der Bausteine Stadtteilmanagement und Concierge an einen professionellen Träger. Daher wird das Stadtteilmanagement mit Concierge mit der hier vorliegenden Leistungsbeschreibung ausgeschrieben.
