Description

Der Fachbereich 62 - Geoinformation und Liegenschaftskataster des Kreis Borken plant die Einführung eines neuen ALKIS-Softwaresystems. Beabsichtigt ist, die derzeitige Softwarelösung abzulösen. Daneben soll die aktuelle Systemlandschaft mitberücksichtigt werden sowie seit der Inbetriebnahme der bisherigen ALKIS-Software nach den Bedürfnissen des AG implementierte Programmentwicklungen und Workflows enthalten. Die Software hat grundsätzlich folgende, für sich eigenständige Module (ALKIS-Verfahrenskomponenten) zu enthalten: - Datenhaltungskomponente DHK - Erhebungs- und Qualifizierungskomponente EQK - Auskunfts- und Präsentationskomponente APK Die bisherige ALKIS-Software wird innerhalb des Fachbereichs zur Zeit von insgesamt 62 Personen verwendet. Davon arbeiten sechs Personen täglich in der Datenhaltungskomponente und der Benutzerverwaltung. Rund 25 Personen nutzen täglich die Erhebungs- und Qualifizierungskomponente, um Liegenschaftsvermessungen in den Datenbestand zu übernehmen oder die Daten der Amtlichen Basiskarte zu aktualisieren. Neben den 62 Mitarbeitenden des Fachbereichs wird die Auskunfts- und Präsentationskomponente auf ca. 390 Arbeitsplätzen in anderen Fach-bereichen der Kreisverwaltung sowie ca. 590 Arbeitsplätzen externer Institutionen wie z.B. Kommunen, Energieversorger oder Finanzämter genutzt. Auftragsgegenstand ist die Lieferung oder Überlassung und Einführung sowie spätere Pflege einer Software zur Führung, Datenhaltung und Bereitstellung des Liegenschaftskatasters (Amtliches Liegenschaftskatasterinformationssystem - ALKIS) für das Kreisgebiet Borken für die Dauer von 72 Monaten mit einer automatischen Verlängerung um jeweils 12 Monate bis zu einer maximalen Laufzeit von 120 Monaten. Zum Umfang der Ausschreibung gehört zudem die Installation einer permanenten Testumgebung. Des Weiteren soll eine Ausstiegsoption bei einer möglichen landesweiten oder überregionalen Softwarelösung einzelner oder aller Module angeboten werden. Im Übrigen wird auf die Vergabeunterlagen verwiesen Mit einem voraussichtlichen Ende des Vergabeverfahrens ist im November bzw. Dezember 2026 zu rechnen.
