Die Auftraggeber beabsichtigen die Vergabe einer Leistung zur Entwicklung, Installation und Inbetriebnahme eines intelligenten Starkregenfrühalarmsystems mit urbaner Datenplattform im Lahn-Dill-Kreis und im Vogelsbergkreis. Ziel ist die akute Gefahrenabwehr bei Starkregenereignissen durch frühzeitige, zielgruppenspezifische Alarmierung. Die Maßnahme dient der Gefahrenabwehr, dem Schutz von Leib und Leben sowie von Sachwerten und soll die Einsatzfähigkeit von Rettungsdiensten sowie die Selbstschutzmöglichkeiten der Bevölkerung verbessern. Die Leistung umfasst die vollständige technische und organisatorische Umsetzung eines modular aufgebauten Systems mit folgenden Komponenten: Projektmanagement, Urbane Datenplattform, Starkregenfrühalarmsystem. Das Projektmanagement übernimmt die Gesamtkoordination der technischen Umsetzung, die Kommunikation mit den Projektträgern und die Schulung der beteiligten Akteure. Es sind zwei Projektstellen auf Seiten der Landkreise zu berücksichtigen. Die Kommunikation mit allen 42 Kommunen der beiden Landkreise ist sicherzustellen. Die beiden Leitstellen der Landkreise erhalten eine gesonderte, vertiefte Einweisung in die Alarmierungssoftware. Die Projektleitung verantwortet die Auswahl geeigneter Sensorstandorte, die Installation der Sensorik und die Integration in das Alarmsystem. Die Koordination der Hostingstruktur, der Softwarepflege und der Anwenderrechteverwaltung ist ebenfalls Bestandteil der Leistung. Die Datenplattform ist als offene, modulare Multimandantenlösung zu konzipieren. Sie muss eine sehr hohe Verfügbarkeit gewährleisten. Die Plattform dient als technische Grundlage für die Alarmierungssoftware und muss zukünftige Erweiterungen ermöglichen. Der Betrieb erfolgt unter Einhaltung geltender Standards zu Datenschutz, Dokumentation und Aktualisierung. Die Plattform ist als Open-Source-Lösung auszugestalten und rechtssicher zu betreiben. Das Alarmsystem ist als KI-gestützte Anwendung auf der Datenplattform zu implementieren. Es verarbeitet Echtzeitdaten aus innovativen, autarken IoT-Sensoren und verknüpft diese mit öffentlich zugänglichen Datenquellen. Die Sensoren sollten verschiedene Funkstandards unterstützen und bei Stromausfall auf Satellitenkommunikation zurückgreifen können. Die Software soll eine realistische Visualisierung der aktuellen und prognostizierten Gefahrenlage ermöglichen und die Warnstufen des Deutschen Wetterdienstes berücksichtigen. Die Nutzerrechte sind differenziert zu gestalten für Bürgerinnen und Bürger, Leitstellen und Verwaltung. Die Software muss hochverfügbar sein. Eine automatische Plausibilitätsprüfung und Datensicherung sind sicherzustellen. Die Lösung muss kontinuierlich weiterentwickelbar sein und zusätzliche Funktionen wie Gefahrenmeldungen mit Georeferenzierung oder gebäudespezifische Schutzprofile integrieren können.
