Das Ministerium für Verkehr Baden-Württemberg (VM) erfüllt gem. § 53a Abs. 1 Nr. 3 und 4 des Straßengesetzes Baden-Württemberg „landesweit zentral wahrzunehmende Aufgaben im Straßenwesen“ u.a. • „Verkehrsmanagement“, • „Planung, Bau und Steuerung von verkehrsbeeinflussenden Anlagen“, • „betriebstechnische Überwachung der Tunnelanlagen“, • sowie den hierfür notwendigen „Aufbau und Betrieb der Verkehrs- und Tunnelleitzentrale“, im Bereich der Straßen in der Baulast des Landes oder des Bundes. Zur Erfüllung des gesetzlichen Auftrages plant das VM derzeit neben dem Aufbau einer Verkehrsmanagementzentrale (VMZ), auch die Umsetzung und Implementierung eines Verkehrsmanagementsystems (VMS BW) als zentrales operatives System für das dynamische regionale Verkehrsmanagement. Zusätzlich zum operativen System soll zur analytischen Aufbereitung verkehrsrelevanter Daten überdies eine Analyseplattform (Analyseplattform BW) als korrespondierendes zweites Teilsystem realisiert werden. Mit dem vorliegenden Vergabeverfahren werden die Entwicklung, Einrichtung und Weiterentwicklung von IT-Komponenten einer Analyseplattform sowie der Betrieb der hergestellten/erarbeiteten IT-Komponenten durch den Auftragnehmer sowie die Überlassung der IT-Komponenten seitens des Auftragnehmers an den Auftraggeber zur Nutzung durch den Auftraggeber vergeben.
