Das ehemalige Kraftwerk Shamrock in Herne liegt seit seiner Stilllegung 2013 brach. Die Fläche befindet sich südlich des HBF Herne-Wanne-Eickel und umfasst eine Fläche von ca. 2,5 ha. Eigentümer des ehemaligen Kraftwerks ist Uniper. Rückbauverpflichtungen für das Kraftwerk bestehen nicht. Das Gelände grenzt nördlich an den Bereich des ehemaligen Bergwerkareals "General Blumenthal IX" mit einer Größe von ca. 23,5 ha. Dieses ehemalige Bergwerksareal wird unter dem Projektnamen "Blumenthal hoch3" zu einem modernen, integrierten High- und Green-Tech-Quartier mit breitem Spektrum an wissens-, technologieorientierten und höherwertigen Dienstleistungsnutzungen und einer Seilbahnanbindung zum Hbf Herne-Wanne-Eickel entwickelt. Die Grundlage für die Entwicklung des Blumenthal hoch3-Areals bildet die Konzeptstudie von Albert Speer + Partner GmbH, die gegenwärtig zu einem städtebaulichen Rahmenplan konkretisiert wird. Für die Neunutzung des Kraftwerkgeländes ist der Aspekt der Verträglichkeit zu dem angrenzenden Blumenthal-Areal ein wichtiger Aspekt. Sowohl die Raumwirkung als auch die angestrebte Nutzung des Kraftwerkgebäudes ist für das angrenzende Blumenthal-Gelände von Bedeutung und wirkt sich auf die Zukunftsperspektive der Flächenentwicklung von "Blumenthal hoch3" erheblich aus. Umgekehrt kann die Bewahrung des Status Quo mit ungenutzten, dem Verfall ausgesetzten Gebäuden negative Auswirkungen auf den Vermarktungserfolg der zu revitalisierenden Flächen entfalten. Das ehemalige Steinkohlekraftwerk Shamrock lieferte seit seiner Inbetriebnahme 1957 Strom und Fernwärme mit einer Leistung von 300,0 MW. Es liegt seit seiner Stilllegung 2013 brach, d. h. die erhaltenen Gebäudeteile sind nach Nutzungsaufgabe zum überwiegenden Teil außer Betrieb, jedoch ist die Kraftwerktechnik noch weitestgehend installiert. Ein kleiner Teil der verbleibenden Gebäude ist noch in Betrieb. Dazu gehören die Fernwärmeleitung, Schaltanlagen und der Öltank im Westen, die jedoch außerhalb des Planungsgebietes liegen. Die nicht mehr genutzten Gebäudeteile sollen einer neuen Nutzung zugeführt oder rückgebaut werden. Um die Rahmenbedingungen für eine Neuplanung definieren zu können, ist eine Bestanduntersuchung und hier insbesondere eine orientierende Schadstoffuntersuchung notwendig. Mit den Erkenntnissen der orientierenden Schadstoffuntersuchung kann anschließend eine Entscheidungsgrundlage für mögliche Nachfolgenutzungen der Gebäudeteile bzw. notwendige Rückbauszenarien als Voraussetzung zur Weiternutzung des Areals formuliert werden. Es wird in einem gesonderten Vergabeverfahren eine Machbarkeitsstudie beschafft. In der Machbarkeitsstudie soll untersucht werden, wie einerseits die nicht mehr genutzten Teile des Kraftwerkes einer neuen Nutzung zugeführt werden können, und auch andererseits für den dazugehörigen Außenraum ein adäquates Freiraumkonzept entwickelt werden kann. Einzelheiten über den Leistungsumfang werden in den Vergabeunterlagen näher bestimmt. Im Übrigen wird auf die Leistungsbeschreibung verwiesen.
