Description

Zur Entwicklung der Jülicher Innenstadt und zur Behebung der städtebaulichen Missstände wurde 2019 / 2020 ein Integriertes Handlungskonzept für die Innenstadt Jülich erstellt. Es dient der Stadt Jülich als wichtige Voraussetzung und Basis zur Lösung der strukturellen und städtebaulichen Herausforderungen. Die laufenden Gesamtmaßnahmen zum InHK Jülich wurden in die neue Förderrichtlinie 2023 überführt. Vorgesehen ist, die Maßnahmen zur Stärkung der Innenstadt und zur Steigerung der Aufenthaltsqualität bis 2033 kontinuierlich fortzusetzen. Auch hier bedarf es eines beständigen Fortschreibens, Anpassens und Aktualisierens der er-arbeiteten Maßnahmen, um weiterhin eine nachhaltige Stadtentwicklung zu sichern. Zur Ergänzung der bereits innerhalb der Jülicher Stadtverwaltung vorhandenen Strukturen soll weiterhin ein begleitendes Projektmanagement erfolgen. So kann jederzeit eine Zwischenbilanz zu der bisherigen Umsetzung gezogen werden sowie die bisherige Zielerreichung fortwährend beurteilt und geprüft werden. In den Folgejahren gilt es zur Begleitung des gesamten Prozesses, neben der Fortschreibung und Aktualisierung des Integrierten Handlungskonzeptes den Umsetzungsprozess zu koordinieren bzw. fachlich zu begleiten. Das Projektmanagement soll professionell geführt und möglichst ganzheitlich und nachhaltig arbeiten mit dem Ziel, erfolgreich eine Attraktivierung und Belebung der Innenstadt im Sinne des InHK zu erreichen. Im Hinblick auf einen reibungslosen Prozessverlauf sind im angefragten Zeitraum 2027 - 2033 Projektmanagementleistungen erforderlich - zur Steuerung des Gesamtprozesses (u.a. Terminplanung, Koordination der Projektbe-teiligten, Verfahrensbetreuung), - zur Aktualisierung der Rahmenplanung (u.a. Maßnahmenplan), - zur Aufbereitung von Informationen für die Öffentlichkeitsbeteiligung/-information sowie zur Konzeption von Beteiligungsbausteinen, - zur Beratung / Unterstützung der Verwaltung bei der Erschließung weiterer Förderzugänge für synergetische Projekte im Sinne der Gesamtmaßnahme Die im Rahmen des InHK formulierten Projekte und Ziele gilt es mit Substanz zu füllen und nachhaltig zu etablieren.
