Description

Dem LZN obliegt die Beschaffung von Waren und Dienstleistungen für die unmittelbare niedersächsische Landesverwaltung (vgl. § 2 der Betriebsanweisung des LZN). Mit Zustimmung seiner Aufsichtsbehörde kann das LZN weitere Aufgaben für öffentlich rechtliche Bedarfsträger innerhalb und außerhalb der niedersächsischen Landesverwaltung sowie für privatrechtliche Gesellschaften in vollständiger Eigentümerschaft der öffentlichen Hand übernehmen (vgl. § 3 Betriebsanweisung). In dieser Zuständigkeit umfasst der Auftrag den Abschluss einer Rahmenvereinbarung mit einem Unternehmen (§ 21 VgV) über die Lieferung von Fahrradbekleidung Winter (Longsleeve, Softshellhose und Troyer) für die Kooperation der norddeutschen Küstenländer der Polizei, Stadtpolizei Österreich und Ordnungsämter sowie weitere Behörden innerhalb von Deutschland (siehe Anlage "Auftraggeber"). Nähere Einzelheiten zu Art und Umfang des Auftrags sind den technischen Lieferbedingungen und dem Angebotsvordruck zu entnehmen.
