Gegenstand der Ausschreibung sind diejenigen Objektplanungsleistungen gemäß der HOAI, die für die Realisierung des Projektes "Neubau eines Verwaltungsgebäudes in der Osdorfer Straße 11" in Teltow erforderlich sind. Die Fernwärme Teltow GmbH ist der zentrale Wärmeversorger der Stadt Teltow und betreibt zwei moderne Heizwerke mit einer Gesamtleistung von 46 MW. Das Unternehmen versorgt heute nahezu zwei Drittel der Teltower Bevölkerung über ein rund 54 km langes Fernwärmenetz mit etwa 1.128 Übergabestationen. Die Wärmeerzeugung erfolgt überwiegend auf Erdgasbasis, ergänzt durch die Einspeisung regenerativ erzeugter Wärme eines Kooperationspartners. Seit 2012 betreibt die FW Teltow zudem 13 Photovoltaikanlagen mit insgesamt 500 kWp und ist damit der größte Solarstromproduzent der Stadt. Ein qualifiziertes Team von zehn Mitarbeitenden gewährleistet Betrieb, Service und einen permanenten Havariedienst. Die FW Teltow steht für eine sichere, effiziente und emissionsarme Energieversorgung und entwickelt ihr Netz kontinuierlich weiter, um den steigenden Anforderungen an Nachhaltigkeit und Versorgungssicherheit gerecht zu werden. Eines der aktuellen Bauvorhaben ist die Errichtung eines neuen Verwaltungsgebäudes auf dem bestehenden Grundstück in der Osdorfer Straße 11 in Teltow. Das Grundstück ist im Besitz der FW Teltow und umfasst ca. 5.200 m². Aktuell ist das Grundstück mit einem Heizwerk, ein Werkstattgebäude und verschiedene kleine Nebengebäude bebaut. Das Werkstattgebäude soll zurückgebaut werden, um Platz für den Neubau zu ermöglichen. Die zur Errichtung der Gebäude erforderlichen Planungsleistungen werden losweise vergeben. Gegenstand dieser Ausschreibung ist die Objektplanung (Los 1). Die durch Ausschreibung zu ermittelnden Planungsbüros sollten mit der Planung entsprechender Objekte im Bereich von städtischen Verwaltungsgebäuden vertraut sein und über einschlägige Erfahrungen verfügen. Der beauftragte Planer der Objektplanung wird zudem als „Kopf“ des Planungsteams agieren, sodass neben der eigentlichen Planung die Integration der Fachplanungsergebnisse und die hiermit einhergehenden Koordinationsaufgaben auftragsgegenständlich sind. Hierbei legt die Auftraggeberin großen Wert auf eine enge Zusammenarbeit, sodass das erklärte Ziel keine Planung „an der Auftraggeberin vorbei“, sondern die Erreichung einer maximalen Entlastung der Auftraggeberin bei gleichzeitig sehr enger Kooperation ist. Daher und zur Sicherstellung einer engen Kooperation wird ein regelmäßiges Reporting an die Auftraggeberin zur Sicherstellung eines lückenlosen Controllings mit jederzeitiger Einflussnahmemöglichkeit der Auftraggeberin ausdrücklich erwünscht und gefordert.
