Description

Im Rahmen des Kooperationsprojektes "Freiheit Emscher" der Städte Bottrop und Essen sowie der RAG Montan Immobilien GmbH soll eine städtebauliche Verbesserung für rund 800 Hektar Gewerbe- und Industrieflächen im Grenzraum zwischen Bottrop und Essen mit einer Größe von 1.700 Hektar entwickelt und nachfolgend umgesetzt werden. Der Flächeneigner RAG MI GmbH verfügt hier über 5 Potenzialflächen, die im Rahmen des Prozesses sukzessive entwickelt werden. Das Grundgerüst für die verkehrliche Erschließung dieser Flächen soll der Bau des Gewerbeboulevards schaffen. Zum Verkehrskonzept finden sich in der Projektbeschreibung der ARGE FREIHEIT EMSCHER folgende Ausführungen: "Ein zukunftsweisendes Mobilitätskonzept ist die Voraussetzung für die Entwicklung des 1.700 Hektar großen Projektraumes "Freiheit Emscher". Dieses denkt die Mobilitätswende zugleich mit, indem es Verkehr reduziert, klimafreundliche Verkehrsmittel und Fußverkehr fördert und spezifische Mobilitätsdienstleistungen vernetzt. Es orientiert sich an den Ideen der "Stadt der kurzen Wege" und der "Produktiven Stadt" mit einer neuen Verträglichkeit von Wohn- und Arbeitsorten." Der Gewerbeboulevard verbindet von Norden ausgehend die Prosperstraße in Bottrop mit der Daniel-Eckhardt-Straße in Essen im Süden des Planungsbereiches. Die Verbindungsstraße erschließt gleichzeitig die Potenzialflächen Welheimer Mark, Sturmshof, Hafen Coelln-Neuessen und Emil Emscher. Die Anbindung nach Westen über eine Verlängerung der Straße Sturmshof bis zur neuen Autobahnanschlussstelle "Freiheit Emscher" schafft auf kurzem Weg einen Anschluss an das überregionale Fernstraßennetz. Zunächst sollen die ersten drei Bauabschnitte des Gewerbeboulevards realisiert werden, die das Gebiet Emil Emscher erschließen. Hierzu gehören der Umbau des Knotenpunkts Gladbecker Straße / Daniel-Eckhardt-Straße / Teilungsweg (Bauabschnitt E1), der Ausbau der Daniel-Eckhardt-Straße (Bauabschnitt E2) sowie der Neubau des Gewerbeboulevards nach Norden zur Erschließung des Gebiets Emil Emscher (Bauabschnitt E3a). Für die Verkehrsanlagen liegt in den drei genannten Abschnitten bereits eine Entwurfsplanung vor. Die Planungen der anderen Leistungsbilder (Ingenieurbauwerke, Technische Ausrüstung, etc.) sind teilweise erst noch aufzunehmen. Der bestehende Entwurf für die Verkehrsanlagen soll nun unter Ausarbeitung der anderen benötigten Planungen und Gutachten zur Baureife gebracht werden. Nach näherer Maßgabe des Leistungsverzeichnisses sowie der nachfolgenden Absät-ze, übernimmt der Auftragnehmer insbesondere, aber nicht abschließend, die Planungs- und Überwachungsleistungen zu den folgenden Leistungsbildern der HOAI sowie die folgenden weiteren Leistungen: - Verkehrsanlagen, §§ 47 ff. HOAI - Weitere Leistungen gemäß Leistungsverzeichnis bzw. Vorhabenbeschreibung
