Description

Gegenstand dieses Vergabeverfahrens sind Planungsleistungen zur Ertüchtigung des Emskais und Sanierung der Westmole. Die Niedersachsen Ports GmbH & Co. KG ist die größte Infrastrukturbetreiberin öffentlicher Seehäfen, Inselversorgungshäfen und Regionalhäfen an der deutschen Nordseeküste. Zu ihren Kernaufgaben gehören die Entwicklung sowie Bau und Instandhaltung der Hafeninfrastruktur. Im Rahmen des Masterplans Ems 2050 sollen die Belange der Ökonomie und der Ökologie für das Emsästuar gemeinsam entwickelt werden, so dass sowohl ein wirtschaftlich nutzbares und zuverlässiges Flusssystem als auch zusammen mit dem Dollart ein hochwertiges Ökosystem geschaffen wird. Ein wesentlicher Bestandteil ist die aktive Tidesteuerung durch das Emssperrwerk bei Gandersum, so dass vor allem die derzeit vorhandene Schlickproblematik einhergehend mit Sauerstoffzehrung signifikant verbessert werden soll. Vor diesem Hintergrund ist ein Neubau des Emskais vorgesehen, der die inzwischen rund 45 Jahre alte Kajenkonstruktion ersetzen soll. Das Vergabeverfahren wird zweistufig durchgeführt. Auf der ersten Stufe, dem Teilnahmewettbewerb, prüft der Auftraggeber die Eignung der Bewerber bezogen auf die verfahrensgegenständlichen Leistungen. Auf der zweiten Stufe, der Angebotsphase, fragt der Auftraggeber von den im Teilnahmewettbewerb ausgewählten Bewerbern zunächst ein sogenanntes erstes Angebot, mit dem in die Verhandlungsphase eingetreten wird, ab. Der Auftraggeberbehält sich gemäß § 15 Abs. 4 SektVO vor, auf die Durchführung von Verhandlungen zu verzichten und den Zuschlag auf Grundlage der ersten verbindlichen Angebote zu erteilen.
