Die ViP Verkehrsbetrieb Potsdam GmbH beabsichtigt die Beschaffung von insgesamt dreiundzwanzig (23) Niederflurelektrobussen, bestehend aus zehn (10) E-Solobussen und dreizehn (13) E-Gelenkbussen. Der Auftraggeber beabsichtigt die Beschaffung von insgesamt dreiundzwanzig (23) Niederflurelektrobussen, bestehend aus zehn (10) E-Solobussen und dreizehn (13) E-Gelenkbussen. Zweck der Beschaffung ist die langfristige Ausstattung des Auftraggebers mit nach aktuell geltendem deutschem Recht zugelassenen Elektrobussen mit hoher Lebensdauer und Laufleistung, geringem Energieverbrauch und optimierten Instandhaltungskosten für den Einsatz im gesamten Streckennetz des Auftraggebers. Der Auftrag soll mit Fördermitteln finanziert werden. Der vom Zuwendungsgeber verbindlich aufgegebene Zuwendungszeitraum begrenzt die Leistungszeit objektiv, weshalb die Leistung vollständig bis Ende August 2028 zu erbringen ist; eine Verschiebung ist nicht vorgesehen. Der Auftraggeber behält sich vor, die Beschaffungsmenge einmal um bis zu zwei (2) Niederflurelektrobusse zu verringern, je nachdem, inwieweit die bereitgestellten Haushalts- und Fördermittel über-schritten sind. Die endgültige Stückzahl wird mit der Aufforderung zur Abgabe eines überarbeiteten Angebotes für alle Bieter einheitlich festgelegt. Es findet keine bieterindividuelle Mengenanpassung statt. Die Auftragsvergabe steht unter einem Gesamtfinanzierungsvorbehalt, d.h. unter dem Vorbehalt der Bereitstellung der Haushalts- und Fördermittel, sowie dem Vorbehalt der Zustimmung zuständiger Entscheidungsgremien (z. B. Gesellschafter). Der Auftraggeber behält sich vor, das Vergabeverfahren ganz oder teilweise aufzuheben, sofern die Finanzierung nicht abschließend sichergestellt ist, das Gesamtbudget überschritten ist, Mittel nicht, nicht rechtzeitig oder nicht im erforderlichen Umfang bereit-gestellt oder zuständige Entscheidungsgremien der Auftragsvergabe nicht zustimmen. Der Auftraggeber behält sich ferner Änderungen und Anpassungen des Projektes und an den Vergabeunterlagen sowie dem Verfahrensablauf vor.
