Vergabe einer Einpartner-Rahmenvereinbarung über Agenturleistungen im Zusammenhang mit dem Relaunch der Website der WIBank sowie anschließende Weiterentwicklungen und Supportleistungen Die Wirtschafts- und Infrastrukturbank Hessen (WIBank) ist das Förderinstitut des Landes Hessen und handelt im öffentlichen Auftrag. Sie ist organisatorisch in die Landesbank Hessen-Thüringen Girozentrale (Helaba) eingebunden. Die WIBank übernimmt im Auftrag des Landes Aufgaben der wirtschaftlichen und sozialen Förderung, insbesondere durch die Umsetzung und Abwicklung von Förderprogrammen in Bereichen wie Wirtschaft, Infrastruktur, Wohnraum, Bildung, Umwelt und Digitalisierung. Die WIBank beabsichtigt einen Relaunch ihres Webauftritts www.wibank.de. Es ist sowohl technisch als auch in Bezug auf die Darstellung der Inhalte notwendig, die Website auf den neuesten Stand zu bringen, um den Anforderungen eines modernen Banken-Internetauftritts gerecht zu werden. Ziel der Zusammenarbeit zwischen der WIBank und der zu suchenden Internetagentur ist die Beauftragung mit der Vorbereitung, Planung, Umsetzung und Begleitung des Relaunches entsprechend einer barrierefreien "one size fits all" Lösung für eine heterogene (segmentierte) Zielgruppe sowie anschließende, separat abzurufende Entwicklungsleistungen (Softwarepflege, third level support) für maximal vier Jahre (Grundlaufzeit von zwei Jahren sowie eine zweimalige Verlängerungsoption der WIBank um jeweils ein weiteres Jahr). Der geschätzte Auftragswert der zu vergebenden Leistungen beträgt ca. EUR 750.000 netto. Die WIBank geht von einer Gesamt-Höchstmenge für die Einpartner-Rahmenvereinbarung in Höhe von EUR 1.000.000 netto aus. Die längerfristige Partnerschaft umfasst bspw. regelmäßige Austauschformate bzgl. der Trends im Internet und ggf. Adaption, Verbesserung und Front-End Umsetzung identifizierter Möglichkeiten. Hierbei muss der Anbieter ein Kontingent anbieten, welche abgerufen werden kann, aber nicht muss. Inkludiert muss allerdings die Softwarepflege sein, damit ausreichend Releases pro Jahr für den Headless Client mit notwendigen Aktualisierungen der verwendeten Bibliotheken sichergestellt sind.
