Die öffentliche Verwaltung steht zunehmend unter dem Druck, ihre digitalen Angebote zu verbessern, die Effizienz der IT-Systeme zu steigern und gleichzeitig Sicherheits- sowie Datenschutzanforderungen zu erfüllen. Insbesondere auf kommunaler Ebene sind die IT-Landschaften häufig historisch gewachsen und damit geprägt durch eine Vielzahl heterogener, dezentral betriebener Systeme. Dies führt nicht nur zu Ineffizienzen in Betrieb und Wartung, sondern erschwert auch die Einführung übergreifender Lösungen für moderne digitale Verwaltungsprozesse, Bürgerdienste oder Cybersicherheit. Im Rahmen des ausgeschriebenen Projektes (im Folgenden: "Migrationsplanungsprojekt") sollen diese Herausforderungen strategisch und strukturiert angegangen werden. In diesem Migrationsplanungsprojekt soll eine spätere Migration von Landkreisen und weiteren öffentlichen Einrichtungen zu einem leistungsfähigen Auftragnehmer mit einer standardisierten und zentralen IT-Basisinfrastruktur vorbereitet werden. Diese neue Zielarchitektur soll unter Berücksichtigung der kreislichen bzw. kommunalen Ausgangslage technologisch zukunftsfähig, sicher, skalierbar und wirtschaftlich tragfähig sein, sowohl in Bezug auf Investitionen als auch auf Betriebskosten. Dazu soll auf Basis einer zu erstellenden IST-Analyse bei den betreffenden Landkreisen bzw. öffentlichen Einrichtungen eine Migrationsplanung erstellt werden. Der Deutsche Landkreistag e.V. schreibt hierzu eine Rahmenvereinbarung für Beratungsleistungen zur Migrationsplanung auf eine standardisierte und zentrale IT-Basisinfrastruktur auf Grundlage einer Bestandsaufnahme aus. Der Deutsche Landkreistag e.V. (im Folgenden: "DLT") ist Auftraggeber und Vertragspartner dieser Rahmenvereinbarung und schließt die Rahmenvereinbarung mit dem Auftragnehmer im eigenen Namen ab. Die in der Auftragsbekanntmachung aufgeführten Landkreise und öffentlichen Einrichtungen (Abrufberechtigte) sind berechtigt, auf Grundlage dieser Rahmenvereinbarung die vertraglich festgelegten Leistungen durch Einzelabruf zu beauftragen. Um das Projektziel zu erreichen, bedarf es bei den Abrufberechtigten jeweils eines Analyse-, Planungs- und Beratungsprojekts zur Migrationsplanung, das die Grundlage für eine spätere Migration auf eine standardisierte und zentrale IT-Basisinfrastruktur von bis zu 25 Landkreisen schaffen soll. Dazu ist die IST-Situation der Abrufberechtigten detailliert zu bewerten und eine Migrationsplanung für eine Migration auf eine standardisierte und zentrale IT-Basisinfrastruktur zu erstellen. Der Projektumfang ist daher bewusst breit gefasst, um ein ganzheitliches Verständnis der Ausgangssituation bei den Abrufberechtigten zu ermöglichen und tragfähige Migrationspfade zu entwickeln.
