Die Hamburg Port Authority AöR (HPA) plant aufgrund von EU-Vorgaben den Bau von weiteren Landstromanlagen für verschiedene Schiffstypen mit einer Kapazität ab 5.000 GT. Die Ausstattung der Liegeplätze am Terminal Unikai mit einer Landstromanlage ist daher unabdingbar, um die Emissionen der Seeschiffe während der Liegezeit zu reduzieren. Gegenstand dieser Ausschreibung sind die Kabelmanagementsysteme (CMS) für zwei Liegeplätze (LP). Diese sind der LP 5+6 und der LP 7+8. Für jeden der zwei geplanten Anschlusspunkte, ist ein CMS für RoRo-Schiffe, ConRo-Schiffe und Car Carrier (im Folgenden als RoRo-Schiffe zusammengefasst) vorgesehen. Weiterhin ist optional für jeden LP ein CMS für Containerschiffe zu planen. Die Versorgung der CMS erfolgt durch eine Umformeranlage, deren Gesamtleistung auf 8 MVA begrenzt ist. Somit können beide Liegeplätze mit je 4 MVA oder ein beliebiger Liegeplatz mit der von der Norm geforderte Maximalleistung von 6,5 MVA für RoRo-Schiffe (bzw. optional 7,5 MVA für Containerschiffe) versorgt werden. Zum Leistungsumfang gehört die Entwicklung der CMS für RoRo-Schiffe (und optional für Containerschiffe), die Entwurfsplanung und die Ausführungsplanung. Weitere optionale Leistungen sind Lieferung, Bau, Montage und die Bestandsplanung der für die Übergabesysteme notwendigen Anschlusstechnik einschließlich der Mittelspannungs- und Datenübertragung. Die Gewährleistungsphase ist in der optionalen Bauausführung inbegriffen. Die Wartung der CMS ist eine weitere Option. Nicht zum Leistungsumfang gehören die Anlagentechnik (Umformeranlage) einschließlich Kabelzug und die dafür erforderlichen Trassenbauarbeiten. Diese werden in gesonderten Ausschreibungen berücksichtigt. Die technischen Schnittstellen werden in den Ausschreibungsunterlagen nach dem Teilnahmewettbewerb näher definiert. Das Projekt soll der Erreichung der Ziele der Klimaneutralität des Hafens dienen, daher wird auf den Einsatz energieeffizienter und nachhaltiger Technologien besonders Wert gelegt. Die Landstromanlage soll nach der geltenden Norm (zurzeit IEC/IEEE 80005-1 (2019)) errichtet werden. Folgende Anforderungen für den späteren Betrieb/Instandhaltung müssen bei der Planung berücksichtigt werden: - flexible und bedarfsgerechte Auslegung der CMS für RoRo-Schiffe, auch unter Berücksichtigung der Option CMS für Containerschiffe, an beiden Liegeplätzen für unterschiedliche Schiffstypen (z.B. unterschiedliche Steckerposition und Übergabesysteme). - Festlegung des bestimmungsgemäßen Gebrauchs der Anlage und dessen Grenzen (z.B. Wasserstände, Wind, Tiefgang und Position der Luken bzw. Übergabesysteme der Schiffe). - Tideausgleich der CMS an beiden Liegeplätzen mittels automatischer Messung. - Auslegung und Berücksichtigung der Anlage gem. Betriebssicherheitsverordnung und Maschinenrichtlinie, einschließlich Arbeitsstättenverordnung, CE-Konformität und HBauO. - Hochwassersicherheit der Anlage und der wesentlichen Komponenten. - Ausstattung der CMS mit DECT-Telefonanlage (Alleinarbeitsplatz/Arbeitssicherheit prüfen). - Auslegung der Lebensdauer der wesentlichen Komponenten (Maschinentechnik=30 Jahre, Elektrotechnik=15 Jahre, Bautechnik=70 Jahre). - wartungsarme Ausführung aller Komponenten - begrenzte manuelle Zuarbeiten (Schaltung & Bedienung) beim Versorgungsprozess (mögliche Automation des CMS)
