Description

Das Land Sachsen-Anhalt hat Geldmittel in Höhe von EUR 4,0 Mrd. über eine eigene Anlagearchitektur in zwei vom Land aufgelegte Spezialfonds investiert. Das Anlageuniversum erstreckt sich dabei breit diversifiziert auf die globalen Aktien- und Anleihenmärkte. Es besteht ein Spezialfonds für Gelder mit kurzfristigem Anlagehorizont (Elbe-Fonds) und ein Fonds für Gelder mit langfristigem Anlagehorizont (Brocken-Fonds). Der Elbe-Fonds besteht aus einem Segment, welches von einem spezialisierten Vermögensverwalter bewirtschaftet wird. Die Kapitalverwaltungsgesellschaft ist die Universal Investment GmbH und die Verwahrstelle ist BNP Paribas Securities Services S.C.A. Das Ministerium der Finanzen des Landes Sachsen-Anhalt ist der Vertreter der Anleger der Spezial-AIF. Aktuell sind 13 verschiedene Vermögen des Landes in den Elbe-Fonds investiert. Der größte Anleger ist das Sondervermögen „Altlastensanierung des Landes Sachsen-Anhalt“. Die Mittel des Sondervermögens „Altlastensanierung“ dienen dazu, bereits identifizierte Sanierungsprojekte des Landes Sachsen-Anhalt zu finanzieren. Die Vergabe erfolgt nicht losweise. Im Allgemeinen und wenn ein Unternehmen in der Lage ist, mehrere Strategien für das Mandat anzubieten, sollte nur eine Strategie angeboten werden, wobei es die im Hinblick auf die Anlagerichtlinien und die Investitionspolitik des Auftrags am besten geeignete Strategie ist. Zum detaillierten Leistungsumfang wird auf die Anlage „Entwurf Anlagerichtlinie.pdf“ verwiesen. Die Vertragsunterlagen mit den dazugehörigen Anlagen und die Fragebögen für die Angebotswertung werden erst in der Angebotsphase zur Verfügung gestellt. Beschreibung vgl.
