Im Landkreis Lüchow-Dannenberg wurden im Rahmen der bisherigen Bundes- und Landesmittelförderprogramme die sogenannten „Weißen Flecken 1“ erfolgreich adressiert, so dass bereits wesentliche unterversorgte Gebiete mit gigabitfähiger Infrastruktur versorgt wurden. Darüber hinaus existieren weitere zusammenhängende Fördergebiete, die im Folgeprogramm „Weiße Flecken 2“ erschlossen werden sollen. Dabei handelt es sich um die drei Samtgemeinden Lüchow, Gartow und Elbtalaue, für die jeweils entsprechende Fördermittel beantragt wurden und Zuwendungsbescheide in vorläufiger Höhe vorliegen. Die Breitbandgesellschaft Lüchow-Dannenberg mbH plant und errichtet in diesem Zusammenhang die passive Glasfaserinfrastruktur im Ausbaugebiet. Nach Fertigstellung der Infrastruktur soll diese an einen Netzbetreiber übergeben werden, der den technischen Betrieb des Netzes übernimmt, die erforderliche aktive Netztechnik installiert und Endkunden im Ausbaugebiet mit Telekommunikationsdiensten versorgt. Gegenstand dieser Ausschreibung ist die Vergabe einer Konzession zum Betrieb des noch zu planenden und auszubauenden Netzes in den drei Samtgemeinden Lüchow, Gartow und Elbtalaue im Versorgungsgebiet des Landkreises Lüchow-Dannenberg. Der Konzessionsgeber behält sich vor, den Auftrag bereits auf der Grundlage der Erstangebote zu vergeben, ohne in Verhandlungen einzutreten Siehe Ziffer 2.1
