Description

Die Gemeinde Kirchberg i. Wald (nachfolgend: "Konzessionsgeber") hat das Ziel, flächendeckend leistungsfähige Zugänge zu Gigabitnetzen herzustellen. Zudem verfolgt der Konzessionsgeber das Ziel, seinen Wirtschaftsstandort zu stärken und die Wettbewerbsfähigkeit seiner Unternehmen sicherzustellen. Daher sollen mit Telekommunikationsunternehmen Konzessionsverträge über den Bau und den Betrieb von Gigabitnetzen sowie die Erbringung von Endkundendienstleistungen in den unten näher bezeichneten Gebieten abgeschlossen werden. Der Konzessionsgeber hat dazu im Rahmen des Förderprogramms des Bundes "Förderung zur Unter-stützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland - Gi-gabit-Richtlinie 2.0", 2. Änderung vom 13.01.2025, einen Förderantrag gestellt und Fördermittel in vorläufiger Höhe bewilligt bekommen. Darüber hinaus beabsichtigt der Konzessionsgeber eine Kofinanzierung nach der Richtlinie über die Kofinanzierung des Gigabitausbaus durch den Bund im Freistaat Bayern 2.0" (Bayerische Kofinanzierungs-Gigabitrichtlinie 2.0 - KofGibitR 2.0) zu beantragen. Die Förderung soll dabei durch eine Investitionsbeihilfe in Höhe der sog. Wirtschaftlichkeitslücke, d.h. in Höhe der Differenz zwischen dem Barwert aller Einnahmen und dem Barwert der Ausgaben für den Netzaufbau und -betrieb, erfolgen.
