Suche eines Netzbetreibers, der nach dem sogenannten Wirtschaftlichkeitslückenmodell mit einem öffentlichen Zuschuss die Planung, Errichtung und den Betrieb eines ultraschnellen NGA-Netzes realisieren kann. Die Verwaltungsgemeinschaft Trebgast - nachfolgend „Gebietskörperschaft“ - führt zur Auswahl eines Netzbetreibers, der nach dem sog. Wirtschaftlichkeitslückenmodell mit einem öffentlichen Zuschuss die Planung, Errichtung und den Betrieb eines ultraschnellen NGA-Netzes realisieren kann, gemäß §12 KonzVgV i.V.m. §14 Abs. 2, Abs. 3 VgV ein Verhandlungsverfahren mit vorgeschaltetem Teilnahmewettbewerb durch. Im Teilnahmewettbewerb wird auf einer ersten Stufe die Eignung (Fachkunde, Leistungsfähigkeit und Zuverlässigkeit) der Bewerber geprüft. Alle so zugelassenen Teilnehmer werden in einer zweiten Stufe zur Angebotsabgabe aufgefordert und haben Gelegenheit, bis zum Ablauf der Angebotsfrist ein Erstangebot abzugeben. Auf Grundlage dieses Angebots hat der Auftraggeber die Möglichkeit, Verhandlungen mit den Bietern durchzuführen und ggf. diese zur Abgabe eines verbesserten Angebotes aufzufordern. Der Auftraggeber behält sich vor, den Zuschlag ohne Verhandlung nach Auswertung der Erstangebote zu erteilen (vgl. § 17 Abs. 11 VgV). Der Auftraggeber wählt anhand der in den Vergabeunterlagen dokumentierten Wertungskriterien das wirtschaftlichste Angebot für den Zuschlag aus. Es handelt sich um ein Projekt in interkommunaler Zusammenarbeit (IKZ VG Trebgast) der Gemeinden: - Harsdorf - Ködnitz - Trebgast
