Das Universitätsklinikum Düsseldorf (UKD) plant im Rahmen der Masterplanung des UKD eine Zentralisierung der krankenversorgenden Labordiagnostik in einem Neubau "Zentrallabor mit Mikrobiologie und Virologie (ZL)". Das Universitätsklinikum Düsseldorf AöR beabsichtigt, das Zentrallabor im Wege eines Allianz-bzw. Mehrparteienvertrages ("Integrierte Projektabwicklung", "IPA") zu errichten. Das IPA-Verfahren sieht das frühzeitige Einbeziehen aller Projektbeteiligten durch den Abschluss eines Mehrparteienvertrags vor. Zu Beginn des Bauvorhabens einigen sich darin alle Allianzpartner - vom Bauherrn bis zu den Planern und Baufirmen - auf die Regeln ihrer Kollaboration. Genau dies ist die Besonderheit des Verfahrens: Die Etablierung gemeinsamer Werte und einer Zusammenarbeit auf Augenhöhe legt die Grundlage für die Definition des Leistungsumfangs der einzelnen Gewerke. Im Rahmen der Projektabwicklung erbringt der IPA-Partner 05 sämtliche Planungs- und Ausführungsleistungen (Lieferung und Montage) nach näherer Maßgabe dieser Leistungsbeschreibung, die zur Realisierung des Projektes erforderlich sind. Das Projekt Neubau Zentrallabor umfasst nicht nur Erstellung des Gebäudes für das Zentrallabor, sondern auch die vorab erforderliche Baufeldfreimachung inkl. Möglicher Schutzmaßnahmen für den Strahlenbunker als auch die Implementierung der campusweiten Rohrpost. Die Anbindung an den Bestand mittels Skywalk sowie die Herstellung der Außenanlagen gehören zum Umfang des Programms. Die Technische Gebäudeausrüstung (TGA) wird gemäß den Anforderungen an moderne Laborgebäude geplant und ausgeführt. Grundlage sind die gültigen DIN-Vorschriften, VDI-Richtlinien wie u.a. VDI 6022, VDI 2083 (Reinräume), das Gebäudeenergiegesetz (GEG), die Laborsicherheitsrichtlinien (z. B. TRGS, BGI/GUV-I), IfSG, Biostoffverordnung, einschlägige Richtlinien für S2-/S3-Labore und Chemielabore sowie spezifische Nutzeranforderungen. Sicherheits- und Betriebskonzepte der Nutzer sind integraler Bestandteil der Auslegung. Die BNB-Zertifizierung ist ebenfalls zu berücksichtigen. Ebenso sind Anforderungen an den anlagentechnischen Brand- und Schallschutz als auch GMP-relevante Anforderungen in Abstimmung mit den Parteien zu berücksichtigen und auszuführen. Aus den GMP-Bereichen und den Sicherheitslaboren (Verweis auf BO-Planung im Lastenheft) ergeben sich besondere sicherheitstechnische sowie GMP-bezogene Anforderungen an die technische Gebäudeausrüstung. Hier insbesondere an Reinraumlufttechnik, "direkte" GMP-relevante nutzerspezifische Anlagen wie VE- und Reinstwasseranlagen, an die GMP-relevante Gebäudeautomation oder auch im Bereich der Redundanzkonzepte für Lagerung und Kühlung, Elektro und USV. Hier ist eine enge Zusammenarbeit mit dem Laborplaner (IPA Paket 01) dem TGA-Planer (IPA-Paket 03), sowie den ausführenden Partnern IPA02 und 04 erforderlich. Bei der Planung der GMP- und sicherheitsrelevanten Systeme sind alle regulatorischen Anforderungen zu berücksichtigen.
