Description

1. Hintergrund und Problemstellung Das Umweltbundesamt (UBA) führt die Daten zur Luftschadstoffmessung der Luftmess-netze der einzelnen Bundesländer und des Umweltbundesamtes zusammen, informiert über App und Web und führt die Berichterstattung nach den EU-Luftqualitätsrichtlinien durch. Zur Erfassung der Metadaten jeder Luftmessstation betreibt das UBA seit 2004 eine sogenannte Stationsdatenbank unter https://www.env-it.de/stationen/public/open.do. Die Messnetze der Länder und des UBA erfassen in dieser Datenbank verschiedene Metadaten, die das UBA für die Berichterstattung an die EU-Kommission sowie für die Anzeige der Messstationen in den o. g. Systemen benötigt. Die derzeit betriebene Stationsdatenbank umfasst eine Weboberfläche für die Bedienung, Eingabe und Änderung der Metadaten sowie zur Administration. Alle Informationen werden im Hintergrund in der Datenbank abgelegt. Dabei ist es wichtig zu wissen, wo genau und in welcher Umgebung die Luftmessstationen liegen und auf welche Art und Weise die Messungen erhoben und analysiert werden. Diese sogenannten Metadaten der Stationen sind Gegenstand dieses Projektes. Beispiele für Metadaten sind: Name der Station, Stationscode, Koordinaten, Art und Umgebung der Station, Messbeginn und -ende der einzelnen Komponenten und vieles mehr. Die Metadaten werden von den Mitarbeiterinnen und Mitarbeitern in den Messnetzen online eingepflegt. Die Metadatenbank für die Messstationen dient nicht nur der internen Verarbeitung der Metadaten, sondern unterstützt über diverse Downloads und Exporte außerdem die Berichterstattung des Umweltbundesamtes an die EU-Kommission (Durch-führungsbeschluss 2011/850/EU, EU-Luftqualitätsrichtlinien 2008/50/EG, 2004/107/EG). Zudem werden die Metadaten auch für die öffentliche Nutzung zur Verfügung gestellt. 2. Ziel und Gegenstand des Projektes Ziel dieses Projektes ist es, die bestehende Stationsdatenbank (https://www.env-it.de/stationen/public/open.do) in eine neue Open-Source-Stationsdatenbank zu überführen und grundlegend zu überarbeiten. Die bestehende Datenbank inklusive der Weboberfläche stammt aus dem Jahre 2004 und ist technisch und zum Teil auch inhaltlich veraltet. In diesem Zusammenhang sind zudem Anforderungen aus der neuen Luftqualitätsrichtlinie 2024/2881/EG zu implementieren. Ziel ist demnach die Konzeption und Operationalisierung eines neuen Systems, wobei die Einträge aus dem Alt-System überführt werden müssen. Im aktuellen System sind 29.000 Metadateneinträge zu Messkonfigurationen für mehr als 2.300 Messstationen erfasst. Hierbei handelt es sich sowohl um aktive als auch um bereits geschlossene Messstationen. Die näheren fachlichen Einzelheiten sind der Leistungsbeschreibung nebst den Anlagen zu entnehmen.
