Es ist beabsichtigt auf dem Grundstück des ehemaligen Karstadtgebäudes in Bremerhaven als "Dritten Ort" eine Stadtbibliothek als "open library" und eine zugehörige Jugendherberge mit Gastronomie und Tagungs- / Veranstaltungsbereich (ggf. als Inklusionsbetrieb), die zugehörige Funktionen der Programmarbeit und als außerschulischer Lernort übernimmt, zu errichten. Gegenstand dieses Verfahrens ist eine Konzession für den Betrieb dieser Jugendherberge. Der ausgewählte Betreiber hat die Funktionen der Programmarbeit und als außerschulischer Lernort zu gewährleisten. Erwartet wird ferner das Erbringen von Dienstleistungen für die "open library". Weitere Informationen ergeben sich aus dem als Anlage beigefügten Projektprogramm für die Vergabe der Planungs- und Bauleistungen. Gegenstand des Verfahrens ist der Abschluss eines Mietvertrages mit dem Betreiber, der für den Auftraggeber im Rahmen dieser Konzession die Leistungen der Programmarbeit, als außerschulischer Lernort und bei Betrieb der Bibliothek erbringt. Es wird angestrebt, dass der Betrieb als Inklusionsbetrieb geführt wird. Ein Entwurf des Vertrages wird im Verhandlungsverfahren zur Verfügung gestellt.
