Die Auftraggeberin plant die Revitalisierung des denkmalgeschützten Gebäudes Deichkrone in Neuwied. Das Verfahren wird als Verhandlungsverfahren mit Teilnahmewettbewerb durchgeführt. Das Verhandlungsverfahren wird gem. dem Gesetz gegen Wettbewerbsbeschränkungen (GWB) i.V.m. der Vergabeverordnung (VgV) in der jeweils gültigen Fassung durchgeführt. Das Verfahren wird durch Veröffentlichung im EU-Amtsblatt bekannt gemacht. Sollten mehr Bewerber grundsätzlich geeignet sein, als zur Abgabe eines Angebots aufgefordert werden, so wird der Auftraggeber die Bewerber zur Abgabe eines Erstangebots auffordern, die gemäß der bekanntgemachten Eignungsund Auswahlkriterien am besten geeignet sind. Sollte sich aufgrund der Bewertung ergeben, dass durch eine mehrfache Belegung einer Rangstelle die vorgenannte Höchstzahl der zur Angebotsabgabe zuzulassenden Bewerber überschritten wird, wird ein Losverfahren nach § 75 Abs. 6 VgV durchgeführt. Das Verhandlungsverfahren wird in voraussichtlich drei Stufen durchgeführt. Der Auftraggeber behält sich eine Anpassung der Anzahl der Verhandlungsrunden sowie insbesondere die Durchführung weiterer Verhandlungsrunden vor: 1. Stufe: Bewerbungsverfahren: Es wird gem. VgV ein Teilnahmewettbewerb durchgeführt. Im Ergebnis sollen drei Bewerber ausgewählt werden, welche zur weiteren Teilnahme am Verfahren und zur Angebotsabgabe aufgefordert werden. 2. Stufe: In der 2. Stufe werden die Bieter zur Abgabe eines vollständigen Erstangebots aufgefordert. Der Auftraggeber wird die Angebote formal prüfen. Für Nachforderungen verbleibt es bei § 56 Abs. 3 VgV. In einem weiteren Schritt werden die Angebote inhaltlich vorgeprüft. Die Bieter werden zu einem Präsentations- und Verhandlungstermin eingeladen, an dem sie ihre Leistungsfähigkeit anhand einer auf die Zuschlagskriterien bezogenen Bieterpräsentation darstellen sowie für vertragliche und sonstige Verhandlungen zur Verfügung stehen. Ein von der Auftraggeberin zusammengestelltes Gremium nimmt die Wertung anhand der Zuschlagsmatrix vor. 3. Stufe: Die Bieter werden zur letztverbindlichen wirtschaftlichen Angebotsabgabe unter Berücksichtigung aller Angebotsbestandteile aufgefordert. Anschließend erfolgen die finale Wertung sowie die Vergabeentscheidung des Auftraggebers Die Stadt Neuwied plant im Rahmen der NPS-Förderung die umfassende Sanierung des Gebäudes Deichkrone. Dabei ist insbesondere die denkmalgeschützteFassade zu berücksichtigen und das Gebäudeinnere statisch zu ertüchtigen. Die Deichkrone soll durch neue Anbauten, den sog. Seitenflügeln, nach historischem Vorbild ergänzt werden, um Nutzflächen zu vergrößern. Dabei soll ein möglichst offener und flexibel gestaltbarer Grundriss langfristig, barrierefreie Nutzungsmöglichkeiten innerhalb des Gebäudes gewährleisten. Ein neuer barrierefrei gestalteter Umlauf am Gebäude soll die nördliche und südliche, bislang getrennte, Promenade auf der Deichmauer wieder miteinander verbinden. Die Deichkrone sowie die Promenade auf der Deichmauer soll zukünftig mit einem Aufzug barrierefrei erreichbar gemacht werden. Eine nachhaltige, wirtschaftliche Planung sowie eine angemessene Ausformulierung der eingesetzten Materialien sollen umgesetzt werden. Im vorliegenden Verfahren sollen nun die Planungsleistungen für die Technische Ausrüstung ALG 1-6 gem. § 55 HOAI 2021 LP 1-6, 7 (anteilig) 8-9 vergeben werden.
