Die im Jahr 1977 errichtete Nibelungenhalle prägte über mehrere Jahrzehnte hinweg das kulturelle und sportliche Leben der Stadt Walldürn. Als multifunktionale Veranstaltungsstätte diente sie einer Vielzahl öffentlicher Nutzungen - von Sportereignissen über Konzerte bis hin zu Messen und gesellschaftlichen Veranstaltungen - und war ein zentraler Ort des städtischen Gemeinschaftslebens. Mit Blick auf gestiegene funktionale Anforderungen sowie den baulichen Zustand der bestehenden Halle wurde die Entscheidung getroffen, einen zeitgemäßen Neubau zu realisieren, der die Tradition der Nibelungenhalle fortführt und zugleich Derzeit läuft aus diesem Grund ein Verfahren zur Findung eines passenden Objektplaners. Hierfür wurde ein Verhandlungsverfahren mit integriertem Planungswettbewerb nach RPW ausgeschrieben. Der Neubau soll eine Mehrzweckhalle (Dreifeldhalle) mit einer BGF von rund 3.300 m² werden. Der Entwurf des Siegerbüros soll wenn möglich in Stufe 2 dieses Verfahrens zur Verfügung gestellt werden. Gegenstand des vorliegenden Verfahrens ist die europaweite Vergabe von Leistungen der Objektplanung im Leistungsbild „Freianlagen“ gemäß HOAI 2021, Teil 3, Abschnitt 2, §§ 38 ff im Verhandlungsverfahren mit vorgeschaltetem Teilnahmewettbewerb für den Ersatzneubau einer Dreifeldhalle als „Mehrzweckhalle“ in Walldürn. Die Leistungen werden wie folgt stufenweise beauftragt: Erst LPH 1 bis LPH 3 nach HOAI, dann LPH 4 bis LPH 5 nach HOAI nach Vorliegen der Kostenberechnung und zuletzt LPH 6-8 nach HOAI.
