Description

Die Handwerkskammer Karlsruhe plant den Bau einer neuen Bildungsakademie, da die Kapazitäten am aktuellen Standort erschöpft sind. Der Fokus liegt auf einem qualitätsvollen Bildungsgebäude, das funktional und energieeffizient sowie flexibel und multifunktional gestaltet werden soll. Es soll Werkstätten, Seminar- und Verwaltungsräume, Versammlungsräume, eine Mensa mit Café, Aufenthalts- und Selbstlernbereiche, Pausenräume im Außenbereich sowie ein Parkierungsbauwerk umfassen. Das Angebotsspektrum wird die Überbetriebliche Lehrlingsunterweisung, Fort- und Weiterbildung sowie Berufsorientierung beinhalten. Der Neubau soll den zentralen Herausforderungen der kommenden Jahre und Jahrzehnte, wie der Fachkräftegewinnung, -sicherung und -bindung, der Digitalisierung und dem Klimawandel, begegnen und die Zukunftsfähigkeit des Handwerks in der Region sichern. Das Bauvorhaben ist eine von Bund und Land geförderte Zuwendungsbaumaßnahme auf der Basis der "Gemeinsamen Richtlinien für die Förderung überbetrieblicher Berufsbildungsstätten und ihrer Weiterbildung zu Kompetenzzentren" vom 15.01.2015 der Bundesministerien für Bildung und Forschung und für Wirtschaft und Energie sowie der "Ausführungsbestimmungen des Ministeriums für Wirtschaft, Arbeit und Wohnungsbau für die Gewährung von Zuwendungen für überbetriebliche Berufsbildungsstätten (ÜBS)" vom 01.01.2014. Die Richtlinien für Zuwendungsbaumaßnahmen (RZBau) des Bundes und die einschlägigen Bestimmungen der Bundeshaushaltsordnung (BHO) bzw. der Landeshaushaltsordnung für Baden-Württemberg (LHO) sind daher zu beachten. Das Raumprogramm beinhaltet eine NUF-Fläche von ca. 12.120 qm. Für die Neubaumaßnahme KG 200-500 und 700 ist eine Gesamtinvestitionssumme von ca. 79 Mio. EUR (Kostenstand 1. Quartal 2023) vorgesehen. Die Grundlage für den Wettbewerb stellte ein mit den Zuwendungsgebern abgestimmtes und freigegebenes Raumprogramm dar, auf dessen Einhaltung streng zu achten war. Im Nachgang des Wettbewerbs folgen nun die Verhandlungsgespräche mit den Preisträgern. Teilnahmeberechtigt waren ausschließlich Bewerbergemeinschaften aus Architekten und Landschaftsarchitekten unter Federführung des Architekten. Folgende Leistungen sind Bestandteil der Auftragsvergabe auf Grundlage der HOAI 2021: 1. Objektplanung, §34 HOAI, 2-4, 5, 6-7, 8. 2. Freianlagenplanung, §39 HOAI, Lph 2-3 (4), 5, 6-7, 8-9 Es ist eine stufenweise Beauftragung vorgesehen. Für den Fall, dass das Parkhaus durch einen Systemparkhausanbieter geplant wird, wird durch eine angemessene Beauftragung von Teilleistungen (z.B. Fassadenplanung) sichergestellt, dass die Qualität des Wettbewerbsentwurfs umgesetzt wird.
