Vergabe von Leistungen der Objektplanung Gebäude. Die Stadt Syke hat die im Stadtkern gelegenen Grundstücke Hauptstraße 31 und 33 aus einer Erbmasse erworben. Auf dem Grundstück Hauptstraße 33 befindet sich das ehemalige, denkmalgeschützte "Wessel's Hotel" nebst rückwärtigen Anbauten, darunter ein ehemaliger Schießstand; auf dem Grundstück Hauptstraße 31 befindet sich ein weiteres Bestandsgebäude. Die Stadt Syke beabsichtigt, das ehemalige, denkmalgeschützte Wessels Hotel auf dem Grundstück Hauptstraße 33 in 28857 Syke einschließlich der für das Vorhaben vorgesehenen rückwärtigen Gebäudeteile und Ergänzungsbauten zu einem öffentlichen Bibliotheks- und Kulturzentrum umzunutzen. Das Vorhaben soll einen zentralen, niedrigschwellig zugänglichen Ort für Bibliothek, Bildung, Begegnung, Kultur und Veranstaltungen schaffen und die historische Bausubstanz dauerhaft einer tragfähigen öffentlichen Nutzung zuführen. Gegenstand des vorliegenden Vergabeverfahrens sind Leistungen des Leistungsbildes Objektplanung Gebäude und Innenräume (§§ 34 ff. HOAI). Der Auftrag umfasst die planerische Bearbeitung des denkmalgeschützten Bestands, die Planung der erforderlichen Neu- und Ergänzungsbauten - insbesondere des als "Forum" bezeichneten Verbindungs- und Veranstaltungsbereichs einschließlich Treppenhaus und WC-Anlagen sowie der neuen Aufzugsanlage - und die innenräumliche Konzeption für das Bibliotheks- und Kulturzentrum. Zur Vorbereitung des Vorhabens beauftragte die Stadt Syke das Büro FRANKE Architektur | Innenarchitektur mit einer Machbarkeitsstudie zur Umnutzung des Hotels Wessel zu einem Bibliotheks- und Kulturzentrum mit Anbau eines Forums inklusive WC-Anlagen. Die Studie liegt in der fortgeschriebenen Fassung vom 26.06.2026 (Anlage B01) vor. Sie untersucht den Bestand und entwickelt städtebauliche, funktionale und gestalterische Lösungsansätze einschließlich eines Nutzungskonzepts, eines Katalogs erforderlicher Maßnahmen je Geschoss sowie einer Kostenschätzung auf Grundlage der BKI-Kostenkennwerte (Neubau 2026, Altbau 2025).
