Projektvorbereitung für die anstehende Generalsanierung der Stadthalle Fürth. Die Leistungen dienen der Projektvorbereitung und sollen die Grundlagen schaffen für die spätere Erstellung einer Funktionalen Leistungsbeschreibung zur Umsetzung (die Funktionale Leistungsbeschreibung ist kein Gegenstand der ausgeschriebenen Leistung). Im ersten Teil ist eine Bedarfsplanung nach DIN 18205 durchzuführen, mit umfassender Bestandsaufnahme der gesamten Bauwerke und Einrichtungen der Stadthalle, sowie unter Einbeziehung eines Nutzer- und Stakeholdermanagement. Aus den Ergebnissen der Bedarfsplanung ist ein tragfähiges Sanierungskonzept zu entwickeln. Dabei sind verschiedene Konzeptvarianten einer Wirtschaftlichkeitsprüfung zu unterziehen. Abschließend ist eine favorisierte Variante auszuarbeiten und nach Abstimmung mit den städtischen Nutzern und Bauherren dem Stadtrat zur Genehmigung vorzulegen. Die Aufgabe besteht aus der methodischen Ermittlung der Bedürfnisse von Betreibern und Nutzern, deren zielgerichtete Aufbereitung als ›Bedarf‹ und dessen Umsetzung in bauliche und organisatorische Anforderungen. Aus den Ergebnissen ist durch Untersuchung verschiedener Optionen ein organisatorisch und wirtschaftlich tragfähiges Umsetzungskonzept für die Generalsanierung der Stadthalle entwickelt und den Entscheidungsgremien der Bauherrin vorgeschlagen werden. Die Ergebnisse werden Grundlage eines nachfolgenden, eigenständigen Verfahrens zur Umsetzung der Generalsanierung.
