Die newPark GmbH Planungs- und Entwicklungsgesellschaft mbH plant und entwickelt das Industrieareal newPark auf Dattelner Stadtgebiet. newPark ist ein innovatives Flächenangebot für flächenintensive industrielle und gewerbliche Großvorhaben mit besonderer Bedeutung für die wirtschaftliche Entwicklung des Landes. Sie ist im Landesentwicklungsplan des Landes Nordrhein-Westfalen (LEP NRW) als Gebiet für flächenintensive Großvorhaben festgelegt. Auf dem Dattelner Stadtgebiet wird zunächst der 1. Bauabschnitt des newPark realisiert. Für diesen Bauabschnitt ist der Bebauungsplan rechtkräftig. Im Geltungsbereich des Bebauungsplan Nr. 100 für den newPark Datteln (Plangebiet 1. BA) liegt die Objektplanung Freianlagen bis Leistungsphase 3 mit integrierten Ausgleichs-, CEF- und Schadensbegrenzungsmaßnahmen vor, außerhalb des Plangebietes liegen im unmittelbaren Umfeld (externe Flächen) weitere Planungs- und Maßnahmenflächen für Ausgleichs- und Ersatz-, CEF-, Artenschutz- und Schadensbegrenzungsmaßnahmen. Für beide Flächen liegen die Maßnahmenblätter und -karten, basierend auf die Fachgutachten (u.a. Artenschutzgutachten, Umweltverträglichkeitsprüfung, Schadensbegrenzungsmaßnahmen), vor. Diese sind in den Entwurf der vorliegenden Freianlagenplanung integriert worden. Aktuell erfolgt die Fortführung der Objektplanung Freianlagen für Teilflächen des 1. Bauabschnitts im Plangebiet und auf externe Flächen, die im direkten Umfeld des Plangebietes liegen. Die Freianlagenplanungen beinhaltet im Schwerpunkt die Planung (zunächst LP 4-6) zur Umsetzung CEF-Maßnahmen, Artenschutzmaßnahmen, Ausgleichs - und Ersatzmaßnahmen (Naturhaushalt), Schadensbegrenzungsmaßnahmen). Gegenstand dieses Verfahrens ist die fachlich ökologische Begleitung der Fachplanung der zuvor beschriebenen Objektplanung der Freianlagen für Teilbereiche den 1. Bauabschnitt, die im Wesentlichen den Artenschutz und den Naturhaushalt betreffen. Die Ausschreibung gliedert sich in Leistungsbestandteile: - Vorbereitende Leistungen (Starterbesprechung, Sichten und Einarbeiten in vorhandene Unterlagen/Planungen) - Leistungen zur Ausführungsplanung und der Vorbereitung Ausschreibung (der Objektplanung Freianlagen LPH 5-6); u.a. Auswerten von Vorgaben aus der Baurechtserlangung/Umweltrecht, Erarbeiten eines Maßnahmenkatalogs und inhalt. u. zeitliche Zurodnung in Abängigkeit von Bauabschnitten/-losen, Beteiligung/Mitwirkung bei der Erstellung des Bauablaufplans/-zeitenplans, Erstellung von Maßnahmenkonzepten für die spätere Bauphase, Erstellen von Berichten, Karten, (Pflichentheft und Pläne), Abstimmen mit den Beteiligten u. Fachbehörden und AG - Teilnahmen an Terminen/Planungsbesprechungen (Videokonferenz und in Präsenz) - Stundenlohnarbeiten für u.a. Erstellung einer Präsentation Leistungszeitraum: Beginn: sofort nach Beauftragung, Ende 2026/ Anfang 2027
