Description

Das BASE ist gemäß § 23d Satz 1 Nr. 8 AtG für die staatliche Verwahrung von Kernbrennstoff nach § 5 AtG zuständig. Im Rahmen dieser Zuständigkeit verwahrt das BASE eine sog. Neutronenquelle. Das Gebäude, in dem die Quelle derzeit verwahrt wird, soll demnächst aufgegeben werden. Mit Blick darauf muss das für die staatliche Verwahrung genutzte Gebäude geräumt und die Quelle temporär im Zwischenlager NORD (ZLN) verwahrt werden. In Anwendung von § 5 Abs. 5 AtG hat sich die Aufbewahrung der Quelle im ZLN an den sicherungstechnischen Anforderungen bei der Aufbewahrung von Kernbrennstoffen nach § 6 AtG zu orientieren. Hierbei ist u.a. zu bewerten, ob es aufgrund der temporären Einlagerung der Quelle infolge eines gezielt herbeigeführten Flugzeugabsturzes zu Wechselwirkungen mit dem bereits eingelagerten Inventar kommt, welche in Summe dann zu einer erheblichen Freisetzung aufgrund dieses Szenarios führen könnten.
